Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday conducted a comprehensive review of the progress achieved under Mission Karmayogi and discussed the forthcoming action plan to strengthen capacity building across state departments.

At a high-level meeting, detailed deliberations were held on the implementation of the mission, training infrastructure, the status of digital platforms, and capacity-building initiatives across various departments. Chairperson of the Capacity Building Commission, S Radha Chauhan, presented a detailed action plan, according to an official statement.

Addressing the meeting, Adityanath described Mission Karmayogi as a transformative initiative of Prime Minister Narendra Modi, aimed at developing a competent, future-ready and citizen-centric bureaucracy by integrating India’s cultural values with a global outlook. He said the mission is playing a decisive role in making governance more responsive, accountable and result-oriented in line with emerging challenges.

Officials informed the chief minister that the mission aims to connect over three crore civil servants at the central level, nearly 2.2 crore personnel across states, and around 50 lakh employees in urban local bodies and Panchayati Raj institutions with structured capacity-building programmes. Under the initiative, more than 790 government training institutions across the country are being strengthened and modernised.

Mission Karmayogi, launched in 2020 under the National Programme for Civil Services Capacity Building, focuses on role-based and competency-driven training rather than rule-based administration. Its digital backbone, the Integrated Government Online Training (iGOT) platform, enables continuous online learning and also hosts the Amrit Gyan Kosh, a repository of global and Indian best practices and case studies.

Adityanath directed all departments and government institutions to design need-based training courses and upload them on the iGOT platform. He also instructed that a mandatory seven-day capacity-building programme be introduced for all officers and employees, with completion linked to promotions and Annual Confidential Reports (ACRs).

The chief minister further directed that all training centres operating in the state, including the Uttar Pradesh Academy of Administration and Management (UPAM), must align their curricula with current administrative and technological requirements to enhance the functional efficiency of trainees at the training centre level itself.

Emphasising the importance of emerging technologies, Adityanath said artificial intelligence and cyber security must be mandatorily included in the training curricula of all departments and government institutions. He also noted that Uttar Pradesh has several best practices across departments and instructed officials to upload relevant case studies on the Amrit Gyan Kosh platform to contribute to wider knowledge sharing.
