
Why Telangana lags while Indore recycles 60% of its waste?
In Telangana, a staggering 11,394 tonnes of garbage pile up daily, but over 1,200 tonnes remain untreated, festering in open dumps, clogging drains, and polluting lakes, as revealed by the Central Pollution Control Board. Despite collecting 99.1% of this waste, only 78.5% is scientifically processed, leaving the state grappling with a mounting environmental and health crisis. Hyderabad alone churns out 9,000 tonnes daily, with landfills like Jawahar Nagar buckling under the strain. Yet, hope lies in Telangana’s current efforts, global and national inspirations, and actionable solutions to transform this trash crisis into an opportunity for sustainability.
The Telangana government, through the Greater Hyderabad Municipal Corporation (GHMC) and Telangana State Pollution Control Board (TGPCB), employs door-to-door collection with tricycles and battery-operated vehicles, achieving near-perfect coverage. Warangal and Karimnagar mirror this efficiency, but processing lags. About 1,211 tonnes end up in poorly engineered landfills, risking leachate and methane emissions. Composting and biomethanation plants handle some organic waste, while Dry Resource Recovery Centres (DRCCs) recycle 30% of dry waste in urban areas. A promising Waste-to-Energy (WTE) facility in Huzurabad, designed to process 807 tonnes daily via public-private partnerships (PPPs), aims to convert waste into power. Telangana also shines in e-waste management, processing 1.19 lakh metric tonnes in 2024–25, ranking second nationally, with 21 recyclers and an online Extended Producer Responsibility (EPR) portal. The 2018 Solid Waste Management Policy pushes for 100% segregation and 80% recycling, but implementation falters.
Despite these efforts, setbacks abound. Only 20–30% of waste is segregated at the source, crippling processing plants. Limited composting and recycling facilities leave 1,242 tonnes untreated daily, often dumped illegally. Over-reliance on landfills, coupled with insufficient budgets GHMC allocates just 10–15% of its ₹500 crore waste budget to processing stifles progress. Low public awareness and the exclusion of informal waste pickers, who face hazardous conditions, further strain the system. These challenges mirror India’s broader struggle, where municipal budgets prioritize collection over infrastructure.
Global and national success stories offer a roadmap. Sweden’s SYSAV plant turns 99% of waste into energy, while Singapore’s Semakau Landfill, paired with incineration, minimizes disposal. Germany’s 67% recycling rate thrives on mandatory segregation. In India, Indore’s 95% segregation and 60% recycling, driven by strict enforcement and awareness, make it a Swachh Survekshan star. Kerala’s Haritha Karma Sena empowers women to manage decentralized composting, while Bhopal’s bio-remediation reclaimed 37 acres of dumpsite. UNEP’s 2024 Global Waste Management Outlook urges circular economy principles to reduce, reuse, recycle—while UNESCO advocates citizen education and smart technologies like RFID bins.
To turn the tide, Telangana must act decisively. First, enforce source segregation with penalties and campaigns, aiming for Indore’s 95% compliance. Mobile apps and workshops, as UNESCO suggests, can educate citizens. Second, establish ward-level composting and recycling units, inspired by Kerala, to cut landfill use. Third, scale up WTE plants, retrofitting Jawahar Nagar like Sweden’s model, to generate energy from organic waste. Fourth, formalize waste pickers, as in Pune, with training and wages to boost recycling to 30 - 40%. Fifth, redirect 30 - 40% of GHMC’s budget to processing infrastructure, leveraging PPPs and corporate social responsibility funds, as Singapore does. Sixth, enforce EPR for plastic and e-waste, per UNEP’s guidance, to ease municipal burdens. Finally, deploy IoT-based monitoring to optimize collection and curb illegal dumping, as seen in Vietnam.
Telangana’s waste crisis is daunting but not insurmountable. By blending local efforts with global and national best practices, the state can transform its 11,394 tonnes of daily waste into a resource generating energy, reclaiming land, and protecting health. With bold reforms, citizen engagement, and smart investments, Telangana can lead India toward a zero-waste future, turning trash into triumph.
