Inflow forecasts have been issued for 42 dams and barrages across states such as Karnataka, Andhra Pradesh, Telangana, Gujarat, Uttar Pradesh, Tamil Nadu, Madhya Pradesh, Rajasthan, Odisha, Arunachal Pradesh, Jharkhand, Maharashtra, West Bengal, and Uttarakhand. These conditions have triggered alerts in multiple districts, with significant inflows expected in major dams like Ukai, Sardar Sarovar, and Kota Barrage.

Major reasons for severe flood conditions

The severe floods of 2025 stem from a combination of natural and human-induced factors:

1. Heavy monsoon rainfall: The 2025 monsoon season has been exceptionally intense, with the India Meteorological Department (IMD) issuing red alerts for states like Uttar Pradesh, Bihar, Gujarat, Rajasthan, and Uttarakhand. Extreme rainfall events, exacerbated by climate change, have led to rivers like the Ganga, Yamuna, Kosi, and Brahmaputra overflowing their banks. A 2024 study noted a tripling of extreme rainfall events in central India between 1950 and 2015, a trend continuing into 2025.

The NDRF, with 23 teams and over 1,000 boats deployed in Bihar in 2019, has proven effective in evacuations and relief operations. In 2025, the NDRF and SDRF have been instrumental in rescuing thousands across Uttar Pradesh, Jammu and Kashmir, and Assam. The Central government has also deployed inter-ministerial teams to assess damages, as seen in Jammu in 2025.

However, challenges remain:

- Equipment and training: While the NDRF is equipped with boats, diving gear, and medical kits, a 2019 report highlighted gaps in advanced technology like drones and real-time data systems for flood forecasting. The CWC has modernized its data collection network, but field divisions still rely on manual processes in some areas.

- Coordination: Effective coordination between the CWC, NDMA, and state governments is crucial but often hampered by bureaucratic delays. The NDMA’s guidelines stress the need for nodal officers to streamline communication.

- Capacity: The scale of 2025’s floods, affecting 19 states, strains response capacity. NGOs like SEEDS are supplementing efforts by prepositioning relief materials and mapping vulnerable communities.

Overall, India’s disaster response forces are robust but require investment in advanced equipment, training, and inter-agency coordination to handle increasingly frequent and severe floods.

India’s forest cover has shown a mixed trend. According to the India State of Forest Report (ISFR) 2021, the country’s forest and tree cover is 24.62% of its geographical area, with a net increase of 2,261 sq km since 2019. However, this growth is uneven, with dense forests declining due to deforestation and degradation in states like Himachal Pradesh and Uttarakhand. The Supreme Court’s 2025 remarks on illegal logging in Himalayan forests underscore the loss of natural flood buffers, exacerbating flash floods.

Government initiatives to expand green cover:

- National mission for a green India: Part of the National Action Plan on Climate Change, this mission aims to increase forest cover by 5 million hectares and improve ecosystem services by 2030.

India’s green cover is increasing marginally, but the loss of dense forests and natural buffers exacerbates flood risks. Government initiatives like the Green India Mission and urban forest projects are steps forward, but stronger enforcement is needed. As warmer winters and erratic rainfall loom, India must invest in resilient infrastructure, advanced disaster response systems, and community preparedness to mitigate future flood risks effectively.

By addressing these challenges holistically combining structural measures like dam management with non-structural measures like afforestation and early warnings India can build resilience against the growing threat of floods in a changing climate.
