When the Monsoon Misses, Governance Matters

The first casualty of a failed monsoon is not a crop but complacency. Across Telangana, from the drought-prone fields of Mahabubnagar in the south to the rain-starved farmlands of Adilabad in the north, anxiety is replacing hope. Shrinking reservoirs that sustain Hyderabad tell the same story. The monsoon has officially arrived, yet its rains have been erratic and deeply unequal. With nearly 17 districts reporting deficient rainfall and major reservoirs at barely one-third of their capacity, Telangana faces not merely a drought but a test of governance. Climate change and El Niño may have weakened the monsoon, but delayed planning, neglected infrastructure and policy complacency have turned a foreseeable climatic risk into a mounting humanitarian and economic crisis.

The warning signs were unmistakable. Meteorological agencies had flagged the possibility of an erratic monsoon months in advance. Yet contingency planning remained reactive rather than preventive. Rainfall deficits exceeding 50% in districts such as Siddipet and Mahabubabad, alongside persistent stress across Mahabubnagar and Adilabad, have disrupted agricultural activity, even as pockets of Rangareddy and Nalgonda recorded surplus rainfall. Such spatial disparity exposes a hard truth: state averages conceal local distress. The real question is not whether nature failed Telangana, but whether the government acted before the crisis reached its doorstep.

The answer lies in the state's water infrastructure. Major reservoirs together hold barely 333 TMC against a capacity exceeding 1,059 TMC, far below last year's levels. Singur and Manjeera are approaching dead storage, threatening Hyderabad's drinking water security if inflows fail to improve. Even more troubling is the reported loss of substantial Godavari flows because the Medigadda barrage remains non-functional. Every TMC flowing unused downstream is more than a technical lapse; it is a governance failure imposed on farmers waiting for irrigation. Telangana invested thousands of crores in ambitious irrigation projects, yet routine maintenance, structural safety and transparent oversight received far less attention. Mega projects create headlines, but resilience depends on maintenance, not monuments.

The consequences extend well beyond agriculture. Kharif sowing has slowed sharply across rain-fed regions, leaving paddy, cotton and horticulture vulnerable to prolonged moisture stress. Small and marginal farmers face another cycle of crop losses, mounting debt and uncertain incomes. Agricultural labourers lose employment, livestock suffer fodder shortages, and rural markets weaken as purchasing power declines. Lower farm output could fuel food inflation, depress rural consumption and slow the state's economic growth. The social costs are equally severe, with distress migration, heat stress and growing pressure on women responsible for securing household water.

The drought is equally an urban concern. Mission Bhagiratha transformed access to drinking water, but prolonged deficits are testing its resilience. Several villages have already reported reduced supply frequency, while Hyderabad is witnessing rising dependence on private tankers as borewells in peripheral areas run dry. Water leakages, unchecked groundwater extraction and inadequate rainwater harvesting continue to undermine the city's long-term water security. Today's rural shortage could easily become tomorrow's metropolitan emergency.

The crisis also exposes a deeper flaw in Telangana's development model. Political attention has favoured visible mega infrastructure over less glamorous investments in watershed management, tank rejuvenation, aquifer mapping, groundwater regulation and afforestation. Water-intensive crops continue to dominate even in drought-prone regions because procurement incentives often reward volume rather than sustainability. Climate change is making rainfall more erratic, with shorter, more intense downpours separated by longer dry spells. Telangana cannot prepare for tomorrow's climate with yesterday's assumptions.

The immediate priority must be protecting drinking water. Reservoir operations should prioritise domestic supply, Devadula pumping should continue wherever feasible, and district-specific contingency plans must ensure timely seed distribution, micro-irrigation support and scientific crop advisories. Tanker supplies should reach vulnerable habitations before scarcity turns into distress. Simultaneously, Medigadda repairs must be expedited in line with technical recommendations, pending irrigation projects accelerated, and real-time reservoir and groundwater data placed in the public domain. Over the longer term, Telangana needs village-level water budgeting, restored tanks, watershed development, wastewater recycling, climate-resilient cropping patterns and independent public audits of irrigation infrastructure. The Centre, too, must support timely drought relief, faster crop insurance settlements, procurement assistance and cooperative river-water management.

Every drought is partly an act of nature and partly a mirror reflecting governance. Telangana cannot command the monsoon, but it can command preparedness, transparency and accountability. Climate change guarantees that droughts will return with greater frequency. Whether they become disasters will depend not on the clouds above, but on the quality of governance below. The state's parched fields are not merely waiting for rain. They are waiting for leaders who treat every warning as a call to prepare rather than another excuse to react.
