Vietnam re-elects To Lam as communist party Chief, signaling potential power consolidation

Vietnam’s ruling Communist Party on Friday re-elected To Lam as its general secretary, consolidating his grip on power at the conclusion of the National Party Congress, the country’s most important political gathering.

The party did not immediately announce whether To Lam will also assume the presidency. If he were to hold both posts, it would mark an unprecedented concentration of authority in Vietnam in recent decades, drawing comparisons with China’s leadership model under President Xi Jinping .

To Lam, 67, is a veteran Communist Party leader and former minister of public security, where he earned a reputation as a hardline enforcer and a central figure in Vietnam’s far-reaching anti-corruption drive. Rising through the party’s powerful security apparatus, he was eventually elevated to the post of general secretary, the most influential position in Vietnam’s one-party political system. While the country remains firmly under Communist Party rule, Vietnam has pursued a market-oriented economic model for decades, combining strict political control with an increasingly liberalized, export-driven economy.

As general secretary, To Lam is expected to continue emphasizing political discipline, internal party control, and stability while navigating Vietnam’s delicate balancing act between major powers and sustaining economic growth.
