US Senate Bill Seeks To Keep Tibet Support Alive Beyond Dalai Lama

A bipartisan group of US senators has introduced a bill to ensure American support for Tibet continues beyond the lifetime of the 14th Dalai Lama, as the question of Tibet's future and the Dalai Lama's succession gains attention.

Senators Jeff Merkley, a Democrat from Oregon, and Jim Risch, a Republican from Idaho, introduced the Assuring the Future of Tibet Act of 2026 (S.5362) in the Senate on August 11. Senators Tim Kaine, Todd Young, Jacky Rosen and Rick Scott are also backing the bill.

The bill is the Senate version of legislation introduced in the House on May 22 by Democrat Jim McGovern and Republican Michael McCaul. The House bill is H.R. 8982.

The proposed law would make it US policy to maintain direct contact with the Central Tibetan Administration (CTA) and recognise it as the continuation of the governance created by the Dalai Lama. It would also call for senior US engagement with the Sikyong, the CTA's elected political leader.

The measure seeks support for Tibetan human rights and self-determination. It asks the US to push for CTA observer status at the United Nations and access to other international bodies. It also calls for stronger ties between US officials and the Tibetan administration, including possible diplomatic privileges and security support.

The bill also says resolving the Tibet-China dispute is a strategic interest for the United States. This would give the issue a wider place in US foreign policy.

The legislation comes amid a major debate over who will decide the next Dalai Lama. The bill backs the Tibetan side's role in that process and seeks to ensure that Tibetans have a decisive voice in their future.

Merkley said the US would continue to stand with Tibetans over human rights and basic freedoms. Risch said China has sought to erase Tibetan culture, religion and language.

The International Campaign for Tibet welcomed the bill, calling it a sign of strong bipartisan support for Tibetan democratic institutions. President Tencho Gyatso said the legislation would help ensure that Tibetans and their elected leaders have a greater say in Tibet's future.
