US Missing from NATO Summit, Allies Reaffirm Ukraine and Defense Commitments

NATO Foreign Ministers concluded their high-level meeting in Brussels on Wednesday, underscoring the Alliance’s commitment to Ukraine and collective defense, even as the United States’ top diplomat did not attend. The absence of Secretary of State Marco Rubio marked a rare moment of non-participation by the U.S., prompting questions among European allies about Washington’s visible engagement.

NATO Secretary-General Mark Rutte emphasized that despite the absence, the U.S. remained “very much involved” in supporting Ukraine and in broader NATO initiatives. He highlighted the ongoing threat posed by Russia, citing airspace violations, cyberattacks, and the continued war against Ukraine. “Ukraine’s security is closely linked to our own. Our support must continue unabated to help Ukraine defend itself today and deter tomorrow,” Rutte stated, urging allies to accelerate pledges for 2026.

During the summit, ministers reaffirmed NATO’s defensive posture and collective commitment to achieving the 5% GDP defense spending target by 2035, with support for Ukraine counting toward this goal. Enhancements to eastern flank forces and modernization of equipment were highlighted as key priorities in deterring Russian aggression.

While the U.S. did not send its top diplomat, Deputy Secretary of State Christopher Landau attended to engage allies on defense investments and Ukraine support. Analysts note that President Trump’s proposed peace plan, which included elements favorable to Russia, adds complexity to Washington’s role, but NATO officials insist that America’s strategic backing remains intact.

The summit also focused on hybrid threats, including cyberattacks and disinformation campaigns. NATO leaders stressed that the Alliance is defensive in nature but fully prepared to protect its members. Ministers concluded that continuous support for Ukraine is essential, both for the country’s sovereignty and to maintain broader European stability.

With ongoing negotiations between Russia and Ukraine, NATO’s message was clear: while diplomacy continues, the Alliance remains united in defense readiness, warning Russia that any aggression against member states will be met with a coordinated response under the principles of collective security.
