UK Approves Jackdaw Gas Field Off Scotland Despite Climate Concerns

The UK government on Wednesday approved the long-delayed Jackdaw gas field in the North Sea off Scotland, citing energy security and the need to reduce reliance on imported gas despite environmental concerns over its climate impact.

Energy Minister Miatta Fahnbulleh agreed that the regulator could grant consent for gas production at the field, located east of Aberdeen. The project is expected to begin supplying British homes and businesses by the end of October, helping meet domestic demand amid global energy market disruptions linked to conflicts in the Middle East and Ukraine.

The government said Jackdaw could increase the UK's domestic gas production by around 6% at peak output and operate for up to 11 years. The project is expected to safeguard hundreds of jobs and contribute billions of pounds to the economy.

The field, operated by Adura, a joint venture between Shell and Norway's Equinor, was initially approved in 2022. However, its development was delayed after a Scottish court ruled in January 2025 that the original approval had failed to account for emissions generated when the extracted gas was eventually burned.

The ruling followed a 2024 UK Supreme Court decision in the Finch case, which required oil and gas projects to consider such downstream emissions in their environmental assessments. Following further reviews and public consultations, the government approved the project under the updated requirements.

The government maintained that Jackdaw would strengthen energy security while remaining compatible with Britain's legally binding target of achieving net-zero emissions by 2050. It also reiterated its commitment not to issue new licences for oil and gas exploration in new fields.

The decision drew criticism from environmental campaigners. The Green Party described the approval as "climate vandalism", arguing that expanding fossil fuel production conflicts with climate commitments.

Alongside the approval, the government announced a £2 billion Energy Wealth Fund to channel oil and gas revenues into renewable and low-carbon industries. The developer estimates that Jackdaw could create 27 direct jobs, safeguard 273 existing positions and add around £2.9 billion to the UK economy.

Meanwhile, the government has yet to decide on the controversial Rosebank oilfield west of the Shetland Islands. Unlike Jackdaw, which is intended primarily to supply the UK market, Rosebank is expected to produce mainly oil for export, Fahnbulleh said.
