Two additional private universities approved, Dr. Manmohan Singh Earth Sciences University gets public status

The Telangana government on Friday introduced the Telangana Private Universities (Amendment) Bill – 2025 in the Legislative Assembly, granting private university status to two additional institutions and public university status to Dr. Manmohan Singh Earth Sciences University . The bill was presented by Health and Medical Education Minister Damodar Raja Narasimha.

Under the amendment, Amity University at Mamidipally in Ranga Reddy district and St. Mary’s Rehabilitation University at Deshmukhi in Yadadri–Bhongir district are accorded statutory recognition as private universities . The recognition enables both institutions to function as full-fledged universities with the authority to offer academic programmes and award degrees in accordance with UGC norms. While Amity University will offer multidisciplinary programmes, St. Mary’s will focus on rehabilitation, allied health sciences, and related disciplines.

The bill also confers formal public university status on Dr. Manmohan Singh Earth Sciences University , which until now was functioning as an institution under development without a separate statutory identity. With the amendment, the university comes under the state’s public university framework.

Minister Damodar Raja Narasimha informed the House that the Earth Sciences University is being developed with an investment of ₹500 crore and will have a 310-acre campus with advanced academic and research facilities. The government aims to position Telangana as a leading centre for earth sciences education and research through this move.
