
Tuticorin Set to Become Major Shipbuilding Hub as Centre, State Launch Joint Project
V.O. Chidambaranar Port Authority (VOCPA) has set up a Special Purpose Vehicle (SPV) to develop a mega shipbuilding and heavy industries cluster at Tuticorin (Thoothukudi) in Tamil Nadu , a move aimed at strengthening India’s maritime manufacturing and repair capacity. The port authority said the project is expected to boost domestic shipbuilding , attract industrial investment and reinforce India’s position in the global maritime sector.
The SPV, named National Shipbuilding & Heavy Industries Park, Tamil Nadu , has been incorporated as a 50:50 joint venture between VOCPA and the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) . Officials said the partnership combines central port infrastructure strengths with state-led industrial development expertise to create an integrated ecosystem for shipbuilding and allied heavy industries.
The development follows a Memorandum of Understanding (MoU) signed in September 2025 in the presence of Union Minister Sarbananda Sonowal . Since then, groundwork has been underway to translate the plan into an operational industrial cluster, with the formal creation of the SPV marking a key institutional milestone.
According to the statement, the cluster is designed to strengthen India’s commercial shipbuilding and ship repair ecosystem by hosting shipyards, repair facilities, engineering units, component manufacturers and logistics support services within a single industrial zone. The initiative aligns with the Shipbuilding Development Scheme , which seeks to expand domestic ship construction capacity, encourage technological upgrades and deepen maritime infrastructure.
India currently has a modest share in global shipbuilding despite its long coastline and growing demand for vessels across cargo, coastal shipping, inland waterways and defence segments. Policymakers view shipbuilding as a strategic industry with high employment potential and strong linkages to steel, engineering and logistics sectors. Projects such as the Tuticorin cluster are intended to create scale and improve competitiveness.
VOCPA Chairman Susanta Kumar Purohit described the joint venture as a transformative step. He said the project would leverage Tuticorin’s strategic coastal location and existing port infrastructure to build a world-class maritime industrial ecosystem.
Tuticorin’s location along major international shipping routes and its expanding cargo-handling capabilities make it a natural hub for port-led industrialisation. As one of India’s 12 major ports under the Ministry of Ports, Shipping and Waterways, VOCPA handles containers, bulk and break-bulk cargo and plays a key role in southern India’s trade network. The proposed shipbuilding park is expected to generate skilled jobs, spur ancillary industries and support national initiatives such as Make in India .
