TTD Parakamani scandal deepens: Key witness Satish found dead in suspected murder

The high-profile foreign currency theft case linked to the Tirumala Tirupati Devasthanams (TTD) Parakamani has taken a dramatic turn following the suspicious death of key witness and former Assistant Vigilance and Security Officer (AVSO) Y. Satish Kumar. His sudden demise, at a time when the investigation had reached a crucial stage, has triggered widespread shock and intensified political, administrative, and legal tensions across Andhra Pradesh.

Satish, who had initially exposed the theft of American dollars from the Parakamani in April 2023, had filed a complaint against senior assistant C.V. Ravi Kumar, supported by CCTV evidence. The vigilance wing charged Ravi Kumar under IPC Section 468, and subsequent inquiries revealed properties worth crores in the accused’s name, raising questions about disproportionate assets. However, the case took a controversial turn when it was transferred to the Lok Adalat, where Ravi Kumar agreed to donate seven properties worth over ₹14 crore to TTD. The settlement was approved, and the case was closed in September 2023, drawing heavy criticism and prompting allegations of political pressure behind the compromise.

Responding to these concerns, the Andhra Pradesh High Court intervened, cancelled the Lok Adalat ruling, and ordered dual investigations by the Crime Investigation Department (CID) and the Anti-Corruption Bureau (ACB). The CID was tasked with probing possible misconduct by TTD officials and the original investigating authorities, while the ACB was instructed to verify the legitimacy of assets owned by Ravi Kumar and his family. The High Court also pointed out serious lapses, such as the failure to apply IPC Section 409, a non-compoundable offence that could not have been settled in Lok Adalat. Additionally, the court criticised the manner in which TTD accepted the donated properties without due diligence, removed the judicial officer who approved the settlement from protocol duties, and referred the case to a larger bench for further review.

As part of their intensified probe, the CID seized crucial documents, including TTD Board resolutions, investigation files, CCTV footage, case diaries, and Lok Adalat papers, signalling a broader inquiry into potential administrative collusion or a cover-up. The case reached a critical phase earlier this month when Satish appeared before the CID for questioning on November 6. For his second round of questioning, he travelled on the Rayalaseema Express on November 14. The next morning, his body was found on the railway tracks between Komali and Juturu stations in Anantapur district.

Initial reports suggested an accidental fall, but forensic examination revealed deep cut wounds on the back of his head, consistent with a sharp, heavy weapon. MRI and CT scans conducted at the Anantapur Government Hospital indicated that his death was not an accident or suicide, but a clear case of homicide. With no suicide note recovered, suspicion deepened, and the Government Railway Police (GRP) registered a murder case.

Satish’s family members alleged that he was killed by individuals involved in the Parakamani case and by powerful officials who wanted to silence him. They claimed he had repeatedly expressed fears for his life and had told close associates he was being targeted for acting honestly. His death has now added a new layer of complexity to the already sensitive investigation and raised concerns about the safety of whistleblowers.

The Parakamani case, originally involving the theft of just $900, has now blown into a full-fledged institutional crisis involving allegations of corruption, procedural violations, political interference, and now a suspected murder. The developments have raised serious concerns about accountability within TTD, one of the world’s richest religious institutions and the broader implications for governance and public trust. As investigators race against time and political rhetoric intensifies, Satish’s death is expected to trigger far-reaching consequences across the administrative and political landscape of Andhra Pradesh.
