TSHRC Pulls Up Boduppal School for 50% Advance Fee Collection

In a move that underscores rising concerns over unregulated private school fees in Telangana, the Telangana State Human Rights Commission (TSHRC) has intervened in a complaint against a school in Boduppal accused of collecting advance fees in violation of norms. The case highlights a broader pattern of financial pressure on parents and gaps in enforcement of fee regulations across the State.

The complaint alleged that the school demanded 50% of the annual fee upfront for the 2026–27 academic year , along with advance payments for books and uniforms , as early as March 2026 well before the academic session begins. Such practices, the petitioner argued, are arbitrary and legally untenable , placing an undue burden on families.

Taking serious note, the Commission, headed by Justice Shameem Akther , reiterated that education is a fundamental right under Article 21 and cannot be treated as a profit-driven activity . It observed that forcing lump-sum payments months in advance amounts to commercialisation of education , which runs contrary to established legal principles.

The issue, however, extends beyond a single institution. Parents across Telangana have increasingly reported steep fee hikes , often ranging between 30% and 50% , coupled with lack of transparency in fee structures. Despite earlier government directions mandating phased fee collection , implementation has remained inconsistent, exposing a regulatory vacuum .

Amid growing scrutiny, Chief Minister A. Revanth Reddy has warned of strict action against schools violating norms, including the possibility of cancelling recognition . Proposals to establish a dedicated fee regulatory framework are under discussion, but have yet to be fully enforced.

In its order dated April 28 , the TSHRC directed the District Educational Officer (DEO), Medchal-Malkajgiri , to initiate appropriate action and ensure compliance with fee regulation guidelines . The Commission also flagged the practice of forcing parents to purchase materials from specific vendors , calling it restrictive and unfair.

Officials have been asked to submit an action taken report under the Protection of Human Rights Act, 1993 . The case reinforces a growing view that fee disputes are not merely administrative issues , but matters of rights and accountability in the education system.
