Trump signs order to support children coming out of foster care

US President Donald Trump signed the "Fostering the Future" Executive Order, an initiative aimed at modernizing the foster care system and equipping youth transitioning out of foster care with tools for independence and success. The program builds on First Lady Melania Trump’s efforts to support vulnerable children.

Speaking at the White House, Trump emphasized the moral and societal responsibility to care for children in need. "The Bible tells us that one of the measures of any society is how it cares for vulnerable children and orphans. As we Make America Great Again, we are going to protect American children in foster care," he said. He added that the order aims to ensure every child has a safe and loving home.

Highlighting the scope of the US foster care system, Trump noted that around 400,000 to 430,000 children are currently in foster care. Each year, more than 15,000 youth age out of the system without permanent homes, often facing challenges like finding housing, employment, or continuing education. The system relies on 200,000 to 250,000 licensed foster homes, as well as group homes, residential facilities, and kinship care placements.

The Executive Order emphasizes support for children with special needs, including those with autism, intellectual or physical disabilities, emotional and behavioral disorders, chronic medical conditions, sensory disorders, and developmental delays. Specialized foster care programs exist to provide these children with therapies, medical support, education accommodations, and trained caregivers, ensuring they can thrive despite their unique challenges.

Trump credited the initiative to Melania Trump, saying, "This afternoon, I'm delighted to sign a historic executive order to make America's foster care system better, fairer, and more effective than ever before. All of this has been made possible by First Lady Melania Trump's incredible devotion to America's youth." Melania Trump expressed optimism about the program’s impact, calling it “both empathetic and strategic” and predicting it will ignite “a profound and lasting nationwide movement.”

While the US foster care system is extensive, other countries, including India, are still developing similar frameworks. In India, foster care exists under the Juvenile Justice (Care and Protection of Children) Act, 2015, but many children remain in institutional homes rather than family-based placements. Efforts are underway to expand foster care, particularly for children with special needs, but the system is smaller and less widespread compared to the United States.

By addressing both general and special needs children, the Executive Order seeks to ensure that all children in foster care, whether they have autism, medical challenges, or developmental delays, receive the support they need to live safe, happy, and successful lives.
