Telangana to unify SSC, Inter boards under one major education overhaul

Telangana is gearing up for sweeping reforms in its school education system, with the state government announcing plans to merge the existing SSC and Intermediate Boards into a single authority. The proposal, detailed in the Telangana Rising Vision Document–2047, outlines the creation of the Telangana School Education Board (TGSEB) , which will oversee Classes 1 to 12 under one integrated structure.

The move comes after repeated queries from the Central Government over the need for two separate boards in the state. Union Education Secretary Sanjay Kumar recently noted that only six states in India still operate with dual boards. Telangana has now aligned with the national trend by proposing a unified board to streamline academic regulation and improve administrative efficiency.

To ensure uniform quality across all types of schools, the government will also set up the Telangana School Standards Authority (TGSSA) . This body will frame standards for educational quality, recognition and compliance. The Vision Document further states that examination formats and assessment systems will be redesigned to focus on evaluating students’ learning capabilities more effectively.

Teacher Deployment and Recruitment Overhaul

The state plans a major overhaul in the utilisation and appointment of teachers. Teachers will be deployed wherever required, based on the teacher–student ratio. District- and mandal-level reviews will be conducted annually to assess surplus and shortage of staff. Transfers will be carried out automatically through a technology-driven process.

Teacher recruitment in government schools will be done strictly according to requirement. Beyond core academic subjects, recruitment will include teachers for arts, physical education, counsellors and other non-academic roles. Teachers with postgraduate or PhD qualifications may also be assigned to teach at Intermediate or Degree colleges wherever their expertise is relevant.

Merger of Schools in the Same Locality

In another major structural change, schools located within the same premises or locality—such as Primary, Upper Primary and High Schools—will be merged into a single institution under the leadership of one Headmaster. These unified schools will offer education from Pre-Primary to Class 10. Before the merger, students will be provided with suitable alternatives if required.

Pre-Primary classes will be introduced in all government schools in a phased manner, and steps will be taken to ensure that each school has multiple teachers to handle the expanded structure.

Curriculum Upgrades and Vocational Integration

The government plans to integrate vocational education into schooling from early classes. Coding, computational thinking and age-appropriate AI literacy will be made part of the curriculum to prepare students for emerging technological demands.

Strengthening Schools Through CSR and Global Networks

Corporate Social Responsibility (CSR) initiatives will be made more active, and a global network of Telanganites will be established to mobilise contributions for strengthening school infrastructure.

Government DIET colleges will be redesigned as academic hubs. With the introduction of Pre-Primary classes, new training courses will be offered both for fresh teacher trainees and for in-service teachers.

Schools as Multi-Utility Public Spaces

The Vision Document proposes transforming government schools into fully equipped public utility spaces. School complexes will be entrusted with responsibility for developing and maintaining these facilities to serve the wider community.
