The Telangana government is moving towards a major overhaul of how Corporate Social Responsibility (CSR) funds are attracted, managed, and utilized, as Chief Minister A. Revanth Reddy pushes for a more structured and accountable system. The proposed policy is not just administrative reform it reflects a broader effort to correct inefficiencies and unlock the full development potential of CSR funding in the state.

At the core of this initiative is the creation of a comprehensive CSR policy (2026) that aims to streamline fund collection, improve transparency, and ensure alignment with priority sectors like education, healthcare, infrastructure, and rural development .

One of the key structural changes will be the establishment of a state-level CSR cell , designed to function as a central coordination hub. By acting as a bridge between corporations and departments, the cell is expected to bring greater accountability and faster execution .

Complementing this is the plan to launch a dedicated Telangana CSR portal , a digital platform that could transform how companies engage with the government. The portal will host a curated list of projects across departments, enabling companies to select initiatives aligned with their CSR goals, contribute funds, and monitor progress in real time. This move is aimed at reducing bureaucratic friction and making CSR participation more accessible, transparent, and data-driven .

However, the urgency behind this policy push stems from a critical concern: Telangana currently accounts for only about 3% of India’s total CSR spending , despite being one of the country’s fastest-growing industrial states. This mismatch highlights a structural gap while companies operate and generate profits in the state, a significant portion of their CSR funds is being spent elsewhere.

Data further reveals deeper issues within CSR distribution. Even within Telangana, funding has been highly uneven , with urban centres like Hyderabad receiving the bulk share, while several districts receive little to no CSR investment. This imbalance has limited the impact of CSR in addressing rural and regional disparities.

To address these challenges, the Chief Minister has emphasized the need for policy innovation and competitive positioning . Officials have been directed to study successful CSR models from other states and design incentives that encourage companies to invest locally. The government also plans to introduce annual recognition programs to honour top CSR contributors, signalling a shift toward building long-term corporate partnerships rather than one-time contributions.

This initiative aligns with Telangana’s broader economic vision of becoming a high-growth, investment-friendly state with strong public-private collaboration. By strengthening CSR mechanisms, the government aims not only to increase funding volumes but also to ensure that these resources are deployed strategically targeting underserved regions, improving social infrastructure, and accelerating inclusive development.
