Telangana Government Begins Tender Process to Fix Kaleshwaram Barrages

In a significant development, the Telangana government has invited Expressions of Interest (EOI) from design agencies to prepare rehabilitation and restoration designs for the three barrages. This step follows investigations conducted under the guidance of the National Dam Safety Authority (NDSA), which identified considerable structural issues in the barrages, including irreversible damage to Medigadda Block 7. The government aims to engage expert agencies to develop comprehensive restoration plans and has set October 15, 2025, as the deadline for submitting proposals to the Chief Engineer, Central Designs Organisation.

The Kaleshwaram Lift Irrigation Project (KLIP) is one of Telangana’s landmark infrastructure initiatives, designed to provide irrigation to drought-prone regions by lifting water from the Godavari River. The project involves multiple barrages, including Medigadda, Annaram, and Sundilla, which play a crucial role in water distribution across the state. However, KLIP has faced scrutiny due to structural issues and allegations of irregularities in its execution, particularly concerning the Medigadda barrage.

The Justice P.C. Ghose Commission, constituted to investigate structural flaws and alleged irregularities in KLIP, attributed several project deficiencies to decisions made by former Chief Minister K. Chandrashekar Rao (KCR) and former Irrigation Minister T. Harish Rao. The commission criticized the selection of the Medigadda site, stating it was chosen solely by KCR without adequate technical justification. It also noted that repairs to the barrages were undertaken without prior approval from the NDSA, raising safety concerns.

The commission’s findings have fueled political controversy. BRS working president K.T. Rama Rao (KTR) strongly criticized the report, calling it legally flawed and politically motivated, and maintained that the project was approved collectively by the Telangana Cabinet. Conversely, Congress leaders have leveraged the commission’s findings to allege mismanagement and corruption, arguing that KLIP’s cost escalated due to flawed decisions and lack of adherence to safety protocols.

Amidst these political tensions, KCR and Harish Rao sought legal protection from government actions based on the Ghose Commission’s report. The Telangana High Court granted interim relief, ensuring that no coercive steps would be taken against them until further orders, and emphasized that any investigation into KLIP must be conducted independently without relying solely on the commission’s findings.

The Telangana government’s initiative to restore the Kaleshwaram barrages represents a proactive step toward addressing structural challenges identified in the project. However, KLIP continues to be mired in political controversy, with opposing parties using the commission’s findings to further their agendas. As the EOI process moves forward and restoration plans are developed, the project’s future will depend on technical expertise, political will, and strict adherence to safety standards.
