

Telangana Emerges as National Hub for Prison Reform, Hosts Delhi Officers
Telangana is steadily emerging as a national hub for prison reform training , marking a significant shift in India’s correctional administration system . A major induction training programme for Delhi prison staff was launched at the State Institute of Correctional Administration (SICA) in Hyderabad , with DGP B. Shivadhar Reddy inaugurating the initiative in the presence of senior officials including Soumya Mishra . The programme highlights growing emphasis on interstate collaboration and reflects a broader recognition that modern prisons must prioritise rehabilitation over incarceration .
The initiative is part of a large-scale capacity-building effort , with 381 Delhi prison personnel scheduled for phased training in 2026. The first batch includes 62 trainees , comprising assistant superintendents, matrons, and warders, along with participation from Telangana and the Andaman and Nicobar Islands . Such efforts underline a national trend toward standardising prison practices and improving institutional efficiency across states.
The nine-month training programme is designed to build professional competence , discipline , and a humane approach among prison staff. It combines classroom learning in areas such as criminology, psychology, human rights, and constitutional values with practical training including yoga, meditation, and physical drills . This reflects a shift toward treating prisons as centres of reformation and skill development , rather than merely detention facilities.
Addressing the trainees, B. Shivadhar Reddy emphasised that prisons must focus on reform and reintegration , not just confinement. He urged officers to treat inmates with dignity and empathy , reinforcing the idea that correctional systems play a vital role in helping individuals re-enter society. This approach aligns with evolving perspectives in India’s criminal justice system , where human dignity and behavioural change are becoming central priorities.
Officials noted that SICA has previously trained personnel from Tihar Jail , and the decision by Delhi authorities to send a large number of staff reflects growing trust in Telangana’s infrastructure and expertise. With modern facilities , experienced faculty, and a strong governance focus, the state is positioning itself as a leader in correctional training . At a time when India’s prison system faces challenges like overcrowding and limited rehabilitation, such initiatives signal a move toward modern, humane, and reform-driven practices .
