Telangana CM Cracks Whip on Urban Sanitation & Civic Management

Telangana Chief Minister A. Revanth Reddy has issued strict directives to strengthen sanitation, civic management, and revenue systems across the core urban region comprising Hyderabad, Cyberabad, and Malkajgiri municipal corporations. The instructions were issued during a high-level review meeting of the Municipal Administration and Urban Development Department at the Dr. B.R. Ambedkar Telangana State Secretariat.

Emphasizing that cleanliness is non-negotiable, the Chief Minister warned that he would personally conduct surprise inspections and would not tolerate garbage accumulation anywhere in the city. Commissioners of the three civic bodies have been directed to begin daily field inspections at 6 a.m. to ensure ground-level monitoring of sanitation and public hygiene.

The sanitation drive comes amid broader efforts to improve governance efficiency following the reorganization of the Hyderabad metropolitan region into multiple municipal corporations to enhance service delivery in one of India’s fastest-growing urban clusters.

To strengthen municipal finances, the Chief Minister ordered a comprehensive review of advertising revenue. Despite the widespread presence of hoardings, he noted that revenue generation remains below potential. Officials were instructed to benchmark Hyderabad’s earnings against cities such as Mumbai, Ahmedabad, and Bengaluru and take strict action against advertisers causing revenue leakage. He also directed that 10 percent of advertising space be reserved for government and welfare awareness campaigns.

As part of urban modernization, the Chief Minister suggested installing smart poles at major junctions to integrate power lines, CCTV surveillance, telecom infrastructure, Wi-Fi, and digital advertising displays. Officials were asked to explore implementation models, including PPP frameworks, to maximize revenue and efficiency.

To tackle worsening traffic congestion and parking shortages, authorities were directed to study the feasibility of multi-level parking facilities , particularly on private lands and in high-traffic zones. Special planning has been proposed for the Necklace Road area, a key recreational and tourism hub.

The Chief Minister also ordered the implementation of a digital Unicode-based streetlight management system across all cities and towns in the state to improve monitoring, maintenance, and energy efficiency. Officials were further asked to compile comprehensive data on municipal parks and prioritize their development to enhance urban livability and green spaces.

In a move to strengthen urban governance, the government will soon conduct a one-day orientation program for newly elected mayors, deputy mayors, chairpersons, and deputy chairpersons across Telangana. The training will focus on planned urban growth, civic administration, sanitation management, and citizen service delivery.

Senior officials, including the Chief Minister’s advisor, the Chief Secretary, and metropolitan development authorities, attended the review meeting, which outlined a roadmap aimed at transforming Hyderabad into a cleaner, smarter, and more efficiently governed metropolitan region.
