Telangana Assembly Passes Bill to Give Transgenders Representation in Municipal Corporations

The Telangana Legislative Assembly on Friday passed a bill aimed at providing representation to transgender persons in municipal corporations, marking a step towards greater participation of the community in local governance.

The Telangana Municipalities (Fourth Amendment) Bill, 2026 was introduced in the Assembly by Legislative Affairs Minister Duddilla Sridhar Babu on behalf of Chief Minister A. Revanth Reddy.

Under the proposed legislation, one transgender person will be nominated as a co-opted member in each of the nine municipal corporations located outside the Hyderabad Core Urban Region (CURE). The move is intended to give transgender persons a formal role in municipal administration and decision-making processes.

Sridhar Babu said the government was amending the Telangana Municipalities Act, 2019 to create space for greater representation of transgender persons in civic governance. He said the initiative was aimed at bringing members of the community, who have historically faced social discrimination and marginalisation, into the mainstream and expanding their participation in public life.

The Minister said the government under Revanth Reddy had been taking several measures to promote the inclusion and welfare of transgender persons. Providing them representation in local bodies, he said, would help ensure that their concerns and perspectives could find a place in municipal-level decision-making.

The bill received support from BJP, CPI and other Opposition members, allowing it to be passed unanimously by the Assembly.

The move comes as the state seeks to broaden participation in urban governance by creating opportunities for communities that have traditionally remained underrepresented in formal decision-making structures.
