
Telangana Assembly Convenes as Key Bills, Water Rights Row Top Agenda
The winter session of the Telangana Legislature began on Monday, setting the stage for a high-voltage political showdown between the ruling Congress and the opposition Bharat Rashtra Samithi (BRS) . With inter-State river water sharing, irrigation projects, and welfare implementation emerging as major flashpoints, the session is expected to witness heated debates and sharp exchanges on the floor of the House.
The session is scheduled to commence with a joint sitting of the Legislative Assembly and Legislative Council. The Business Advisory Committee (BAC) is expected to meet during the session to finalise the duration and daily business schedule. As per legislative convention, the proceedings are likely to include Question Hour, introduction of bills, debates, and discussions on policy matters. Indications suggest the session may be held for a few days, with the possibility of a brief recess and resumption in early January.
On the legislative front, the government is expected to introduce key bills to replace earlier ordinances, focusing on municipal administration reforms , amendments to the GHMC Act , regulation of contract and part-time employees , GST-related framework changes , and private university law reforms . In addition, revenue and land-related legislations , along with possible proposals on reservations and local body governance , are likely to form an important part of the government’s agenda.
The Krishna and Godavari river water disputes are set to dominate the political narrative during the session. The BRS is expected to press the government over what it describes as a failure to protect Telangana’s water rights, while the Congress government has signalled its readiness for a detailed, evidence-backed debate. Issues related to the Palamuru–Rangareddy Lift Irrigation Scheme and the Kaleshwaram project are also likely to be raised prominently in the House.
Apart from water issues, the opposition is expected to corner the government over the implementation of election promises , including welfare schemes for women and economically weaker sections .
