In a move aimed at strengthening workplace accountability and punctuality, the Tamil Nadu government has made biometric and facial recognition-based attendance compulsory for all officers and staff working in the Human Resource Management Department from June 1, 2026 .

The directive was issued through a circular by Deputy Secretary S. Thankapappa on Saturday, following instructions from the department's Principal Secretary. Under the new system, employees must report to work before 10 a.m. and record their attendance through biometric authentication, face identification technology, and the existing manual attendance register.

The circular also directs all officers and staff members to wear their official identity cards while on duty.

According to sources in the Secretariat, the decision follows complaints that some employees were allegedly failing to report to work on time. Officials believe the digital attendance mechanism will help improve discipline, ensure accurate attendance records, and enhance administrative efficiency.

The initiative reflects a broader trend among governments and public institutions worldwide that are increasingly turning to digital monitoring tools to oversee workforce management. Technologies such as biometric scanners, facial recognition systems, GPS-enabled tracking, and digital attendance platforms are being adopted to improve transparency, reduce time fraud, and streamline administrative operations.

While supporters argue that such systems promote accountability and productivity, privacy advocates have raised concerns about data protection, employee surveillance, and the storage of sensitive biometric information . Governments implementing these technologies are therefore under growing pressure to ensure robust safeguards and transparent data-handling practices.

With the rollout of the new attendance framework, Tamil Nadu joins a growing list of administrations embracing digital monitoring tools as part of efforts to modernize public sector governance .
