
Slap on IndiGo’s wrist: Govt. lets off the airline with ₹22 crore fine for Dec. disruptions
The government’s aviation regulator, the Directorate General of Civil Aviation (DGCA), has imposed penalties totalling ₹22.20 crore on IndiGo following the airline’s massive operational breakdown in early December. Despite the scale of disruption that stranded and delayed lakhs of passengers nationwide, the action is widely viewed within the aviation industry as little more than a slap on the wrist for India’s largest airline.
Between December 3 and 5 , IndiGo cancelled 2,507 flights and delayed 1,852 flights , affecting over three lakh passengers across major airports including Delhi, Hyderabad, Kolkata, Mumbai and Chennai . The disruption occurred during the peak winter travel season, triggering long queues, repeated rescheduling and fare volatility.
While IndiGo announced full refunds for cancelled flights and rebooking assistance, DGCA’s probe concluded that the chaos stemmed not from external factors but from internal operational failures. The regulator cited over-optimisation of flight schedules , inadequate preparedness for regulatory changes, deficiencies in software systems , and weak management oversight as primary causes.
A central trigger was IndiGo’s failure to smoothly implement revised Flight Duty Time Limitation (FDTL) norms, which impose stricter limits on pilot duty hours and mandatory rest periods to curb fatigue. DGCA found that manpower planning, roster buffers and fatigue-risk management systems were insufficient, leading to widespread cancellations once compliance pressures intensified.
Of the total penalty, ₹20.40 crore was imposed for non-compliance over 68 days , calculated at ₹30 lakh per day from December 5 to February 10. Additional fines were levied for failures in operational control, governance structure and accountability. DGCA also issued formal warnings to CEO Pieter Elbers , IndiGo’s Chief Operating Officer , and several senior officials overseeing flight operations and crew planning.
However, the scale of punishment appears modest when viewed against IndiGo’s financial strength. Its parent company, InterGlobe Aviation , reported annual revenues exceeding ₹84,000 crore in FY25 and a net profit of around ₹7,200 crore , making IndiGo the most profitable airline in the country. Against these figures, the ₹22-crore fine amounts to less than 0.03% of annual revenue , reinforcing criticism that the penalty lacks real deterrent value.
DGCA has additionally directed IndiGo to furnish a ₹50-crore bank guarantee under the IndiGo Systemic Reform Assurance Scheme, with phased release linked to governance reforms, manpower planning, digital system upgrades and board-level oversight over the next 3 to 15 months .
While the regulator has termed the measures unprecedented, aviation experts note that for an airline of IndiGo’s size and market dominance, the financial impact remains limited raising fresh questions over whether regulatory action truly matches the scale of passenger disruption witnessed in December.
