The Rajya Sabha has reconstituted its panel of vice-chairpersons, appointing six members from multiple political parties to ensure the smooth and efficient conduct of proceedings. The new panel, which came into effect from April 15, includes Dinesh Sharma, S. Phangnon Konyak, and Ghanshyam Tiwari from the BJP; Phulo Devi Netam from the Indian National Congress; M. Thambidurai from the AIADMK; and Sasmit Patra from the BJD, reflecting a balanced , inclusive , and representative composition.

Members of this panel play a crucial role in presiding over the House in the absence of both the Chairman and the Deputy Chairman, exercising full authority to maintain order , regulate debates , and ensure discipline during sittings. While the Deputy Chairman holds a constitutional position, vice-chairpersons function on a rotational basis and do not occupy a permanent office, highlighting the flexible nature of parliamentary arrangements.

Contrary to common perception, there is no fixed hierarchy or strict order among panel members for presiding over the House. Instead, the Rajya Sabha Secretariat prepares a roster in advance, assigning specific members to preside during different sessions. This structured yet adaptable system ensures that proceedings continue without disruption. In case a designated member is unavailable, another panel member is requested to step in, maintaining continuity and stability in House functioning.

The question of political representation, particularly whether parties like the Congress get opportunities in proportion to their strength, does not follow a rigid formula. While there is no proportional allocation based on party numbers, the inclusion of members from various parties ensures a degree of fairness and participation . In practice, experienced members and those known for their impartiality and understanding of parliamentary procedures are more frequently entrusted with presiding duties.

The reconstitution gains added importance in the current context, especially when institutional mechanisms are under focus to ensure uninterrupted legislative work. Parliamentary experts note that the vice-chairpersons’ panel serves as a vital institutional safeguard, enabling the House to function seamlessly even during extended or high-intensity sessions.
