Shutdown Sparks Clashes in Manipur, Crisis Deepens with Rising Displacement

Manipur’s fragile peace has once again come under strain, as fresh clashes between tribal communities coincide with a grim reminder of the state’s prolonged humanitarian crisis . What began as a shutdown protest has now reinforced a deeper truth, the conflict that erupted in May 2023 is far from over .

On Tuesday, tensions flared along the border of Senapati and Kangpokpi districts , where protesters from two tribal groups clashed over a shutdown called by the United Naga Council (UNC) . The shutdown was in response to the April 18 killing of two individuals in Ukhrul district. The situation escalated when security forces attempted to clear roadblocks, drawing in Kuki villagers from nearby areas. Soon, the confrontation turned violent, with stone-pelting from both sides and even gunfire reported during the chaos , though its source remains unclear.

With fears of escalation, authorities imposed prohibitory orders under Section 163(1) of BNSS , restricting public movement from 6 pm onwards . Officials cited serious threats to life and property , particularly along the crucial NH-2 stretch and surrounding villages.

This fresh unrest comes against the backdrop of staggering official data released by the Manipur government. Since May 3, 2023 , a total of 58,821 people have been displaced , exposing the deep scars left by the ethnic conflict between Meiteis and Kukis . The violence has claimed 217 lives , while thousands continue to struggle in uncertain conditions.

The scale of destruction is equally alarming. As per official figures, 7,894 houses have been completely destroyed , with another 2,646 partially damaged . To manage the crisis, authorities have set up 174 relief camps , while around 3,000 pre-fabricated houses have been constructed to provide temporary shelter.

Yet, beyond the numbers lies a more troubling reality, the slow pace of recovery, persistent tensions, and the lack of lasting resolution. Together, these developments show that Manipur is facing not isolated incidents, but an ongoing conflict with deep-rooted divisions.
