SC examines plea for biometric voting reform amid concerns over electoral integrity

In a development that could significantly influence the future of India’s electoral system, the Supreme Court of India on Monday agreed to hear a petition seeking the introduction of fingerprint and iris-based biometric verification at polling stations.

The matter was taken up by a bench headed by Chief Justice Surya Kant, which issued notices to the Centre, the Election Commission of India, and multiple state governments. While the court made it clear that such measures cannot be implemented for the ongoing Assembly elections, it indicated that the proposal warrants examination ahead of future polls, including parliamentary elections.

The petition highlights persistent vulnerabilities in the electoral process, pointing to malpractices such as duplicate voting, impersonation, and the existence of “ghost voters” names that remain on electoral rolls despite death or migration. It further flags the role of inducements, coercion, and undue influence, particularly in closely contested constituencies, as factors that continue to erode the sanctity of free and fair elections.

Concerns have also been raised over inaccuracies in voter lists, delays in updating electoral rolls, and challenges in verifying voter identity in remote or densely populated regions. In some instances, reports of booth capturing and organized attempts to manipulate turnout have added to doubts about the robustness of existing safeguards.

Advocates of biometric verification argue that integrating fingerprint and iris authentication could provide a foolproof mechanism to ensure that each vote is cast only once and by the rightful voter. However, the proposal also brings with it complex questions around data privacy, technological infrastructure, and the feasibility of deploying such systems across India’s vast and diverse electorate.

With responses now awaited from key stakeholders, the court’s scrutiny is expected to trigger a broader debate on balancing electoral transparency with individual rights, at a time when the credibility of democratic processes remains under intense public focus.
