Rubio in India: Repairing a Year of Trump's Insults or Pitching Venezuelan Oil?

US Secretary of State Marco Rubio arrived in Kolkata on Saturday, the first American Secretary of State in the city since Hillary Clinton in 2012 flew to New Delhi , met Prime Minister Modi , inaugurated a new US Embassy Support Annex Building , announced an "America First" visa plan , and packed more contradiction into a single day than most diplomatic visits manage across a week. The four-day tour is Washington's most visible attempt yet to repair a relationship it spent the past year damaging with remarkable thoroughness.

Rubio began in Kolkata by praying over Mother Teresa's tomb at the Missionaries of Charity headquarters, wearing a yellow garland over his suit, smiling before rows of nuns in their signature white and blue saris. The optics were flawless. The context was uncomfortable. This is the same Rubio who cancelled 83% of USAID programmes, 5,200 contracts gutting humanitarian assistance across 120 countries, thanking DOGE for the privilege. Visiting a children's charity while having defunded the architecture that sustains such institutions.

In Delhi, Modi told Rubio that India supports peace through dialogue and diplomacy . Cutting the ribbon at the new embassy annex, Rubio declared India the "cornerstone" of America's Indo-Pacific approach and unveiled an "America First" visa schedule prioritising business professionals. The announcement landed one day after the Trump administration said temporary visa holders may need to return home before applying for Green Cards targeting the same Indian professionals Rubio was now claiming to prioritize. The details of which categories qualify remain unspecified.

But the sharpest edge of this visit is the accumulation of grievances that Indians have watched build for over a year. Trump publicly embarrassed Modi by repeatedly claiming credit for ending the India-Pakistan conflict. India refused to acknowledge any US role, insisting the ceasefire came from direct military-to-military talks. Pakistan, by contrast, nominated Trump for the Nobel Peace Prize. Washington rewarded that flattery: Trump invited Pakistani Army Chief Asim Munir, widely reviled in India for Pakistan's role in the April 2025 terrorist massacre of Indian tourists, to the White House for lunch . The gesture was met with distress and fury in New Delhi.

Then came the oil lectures. Rubio called India's Russian crude purchases a "point of irritation" and Washington imposed 50% tariffs, half of them explicitly punitive levies for buying discounted Russian oil. India's opposition erupted. Congress MP Sachin Pilot said it was "completely unacceptable that the US is dictating arbitrary terms" to a sovereign nation, adding that "all strategic decisions are made in New Delhi, based on our own requirements - not by anyone else's permissions." Congress MP Randeep Surjewala questioned whether there was "a government in Delhi at all" as the US increasingly interfered in India's affairs. The criticism was not just from the opposition. Across India's strategic community, the question being asked with growing impatience is: why does the world's largest democracy keep being spoken to like a junior partner by a country that needs it more than it needs them?

Now Rubio arrives pitching Venezuelan oil as the alternative. Venezuela has surged to India's third-largest crude supplier in May at 417,000 barrels per day , overtaking Saudi Arabia, partly because the Strait of Hormuz closure collapsed Gulf flows, and partly because Washington removed Nicolás Maduro in January 2026 and is now using Venezuela's reserves as a geopolitical instrument. Rubio said Venezuelan acting president Delcy Rodríguez would be travelling to India next week to discuss oil sales. Washington overthrew a government and is now presenting its oil as a favour to India. The audacity of the framing is, by any measure, impressive.

On Sunday, Rubio will meet EAM Jaishankar before heading to Agra and Jaipur for the tourist circuit, a 250th US Independence Day gala , and the Quad foreign ministers' meeting on May 26 . The Quad itself has become a transactional arrangement rather than an ideological one, with India simultaneously deepening engagement with BRICS , buying Russian oil , and conducting what analysts call "multi-alignment" , hedging every geopolitical bet with the cool efficiency of a country that has been managing powerful visitors for centuries.

Last month, Trump called India "some other hellhole on the planet" and its immigrants "gangsters with laptops." Today, his Secretary of State stands in its capital calling it a cornerstone.
