Roads expansion at Warangal's Bhadrakali Temple runs into TSHRC hurdles

Road expansion and redevelopment works around the Bhadrakali Temple in Warangal have become the centre of a growing controversy after the Telangana State Human Rights Commission (TSHRC) intervened in response to complaints from Dalit residents facing civic hardships and possible displacement. The Commission directed officials to restore drinking water and electricity supply to affected families in Hanumakonda and ensure protection from coercive eviction, noting that denial of essential services violates constitutional guarantees of equality and a dignified life .

The dispute is linked to the proposed Maadaveedhulu project aimed at improving infrastructure and pilgrim access around the temple. Minutes of an official meeting held on February 14, 2023, at the Hanumakonda Collectorate show that district authorities and public representatives, including Warangal West MLA D. Vinay Bhaskar , reviewed progress. The meeting discussed relocation of huts , shifting of temple facilities, and rehabilitation of affected occupants, stating that structures in the project area would be removed and residents relocated as part of the development plan.

In recent weeks, residents of Cherabanda Raju Nagar colony and surrounding areas alleged that water supply and electricity connections were cut and that they were threatened with demolition if they did not vacate. Around Scheduled Caste families are said to be affected, many claiming valid house-site pattas and decades of residence. Authorities, however, indicated that some disconnections may relate to dues and that certain structures fall within land earmarked for temple development.

The issue has taken a political turn. Leaders from the Bharat Rashtra Samithi (BRS) have raised concerns about alleged discrimination and hardship faced by Dalit families, framing the situation as a rights issue . Critics argue that the redevelopment process has involved local authorities and elected representatives, including BRS leaders, and say the Dalit angle is being highlighted for political mileage . Meanwhile, Congress leaders deny discrimination claims, maintaining that actions are part of lawful land administration and development works.

TSHRC directed the District Collector , Greater Warangal Municipal Corporation , and the power utility to restore civic amenities and refrain from forced evictions . The Warangal Police Commissioner was asked to prevent intimidation and ensure protection for residents, while the Chief Secretary and Director General of Police were instructed to monitor compliance. The Commission has sought detailed reports and scheduled further review.
