Right to Vote Is a Responsibility, Not Just a Right: CS Vijayanand

Exercising the right to vote is not just a privilege but the strongest foundation of democracy , Andhra Pradesh Chief Secretary K. Vijayanand said while addressing the 16th National Voters’ Day celebrations at Tummalapalli Kalakshetram on Sunday. He urged all eligible citizens to register as voters and actively participate in elections , reinforcing that voting strengthens democratic governance.

National Voters’ Day is observed annually on January 25 to commemorate the establishment of the Election Commission of India in 1950 . The event aims to increase awareness of electoral rights and duties, especially among the youth , and encourage broad participation in the electoral process. This year’s theme “My India, My Vote” underscores the responsibility of every citizen to participate in shaping the nation’s future through voting.

Chief Secretary Vijayanand highlighted that the Election Commission continues to work towards free and fair elections and is committed to including all eligible citizens in the electoral roll, ensuring they receive Electoral Photo Identity Cards (EPICs) . He appealed to young voters to play an active role in strengthening democratic participation.

Ease of Voter Registration and Awareness Drives

State Chief Electoral Officer Vivek Yadav explained recent reforms expanding voter registration opportunities. Under the amended process, citizens turning 18 can register on four qualifying dates January 1, April 1, July 1, and October 1 rather than only January 1 previously. New voters can register online or through Booth Level Officers (BLOs), and existing voters can update their details using Form-8. He also stressed that holding an EPIC card alone doesn’t guarantee voting rights unless names are correctly listed on the electoral roll, urging voters to verify details on the CEO website.

To bolster young voter engagement, Electoral Literacy Clubs and awareness programmes are being conducted in schools and colleges across the state. These initiatives aim to instill electoral awareness early and help students understand the importance of voting and peaceful election practices .

Judicial Backing and Administrative Integrity

Former Election Commissioner Nimmagadda Ramesh Kumar reminded attendees that the Supreme Court of India has recognised voting as part of freedom of expression under Article 19 of the Constitution, reinforcing that every voter’s choice matters . He emphasised the importance of strict enforcement of the Model Code of Conduct , ensuring that voters can cast their ballots without fear or coercion .

State Awards and Pledge to Vote Fearlessly

During the celebrations, officials were honoured for excellence in election management. Prakasam district and Nellore district received state-level recognition for outstanding electoral mapping and Special Intensive Revision (SIR) performance , reflecting coordinated efforts by district election teams. Several BLO supervisors and election officials were also rewarded for their meticulous work in roll management and voter outreach.

Newly registered voters were presented with EPICs, and students took a pledge to vote fearlessly and participate actively in upcoming elections. Regional offices in other districts, including Kurnool district and Prakasam district , also held similar events and pledges emphasizing peaceful and inclusive election participation in the days leading up to January 25.

The event was attended by district collectors, electoral officers, students, and representatives of voluntary organisations, reinforcing the state’s collective commitment to democratic engagement and transparent electoral processes.
