RGI Launches Phased Digital Census, Focuses on Inclusion of Vulnerable Communities

India’s Census exercise is being conducted under a carefully designed framework by the Registrar General of India (RGI), ensuring that the massive population-counting operation remains accurate, inclusive, and transparent . The latest directives highlight a strong emphasis on identifying and protecting vulnerable communities that may face threats, intimidation, or exclusion during the process.

At the core of the RGI’s approach is a two-phase Census model . The first stage, known as the Housing Listing and Housing Census (HLO) , involves enumerators visiting every structure across the country to gather data on housing conditions, amenities, and household details . This phase lays the foundation for the second stage population enumeration , where detailed individual-level data such as age, education, and occupation will be recorded next year.

Importantly, the Census is not being conducted simultaneously across India . Instead, the RGI has adopted a staggered, state-wise rollout , allowing different states and Union Territories to carry out enumeration within a defined time window between April and September. Fieldwork for the housing census has already begun in several regions from mid-April, marking the start of one of the world’s largest administrative exercises.

A key feature of this Census is the introduction of “vulnerability mapping” , a targeted strategy aimed at ensuring that no section of the population is left out. District authorities, including magistrates and municipal commissioners, have been instructed to identify villages, hamlets, and communities at risk of interference . Officials will work closely with local administration and police to monitor such areas, conduct field visits, and ensure free and fair enumeration .

The RGI has also strengthened the administrative framework of the Census. A multi-layered structure from central authorities to district-level officers and ground-level enumerators has been activated to oversee operations. Continuous monitoring, coordination with police, and real-time feedback mechanisms are being used to address any disruptions or inaccuracies during data collection.

In a major shift, the upcoming Census will be conducted entirely in digital mode for the first time. Enumerators will use mobile applications to collect and upload data, while citizens will also have the option of self-enumeration through an online portal . A nationwide helpline ( 1855 ) has been launched to assist the public, further enhancing accessibility and transparency.

The RGI’s phased and technology-driven approach reflects an effort to modernise India’s Census while addressing longstanding challenges such as geographical inaccessibility and social exclusion . By combining digital tools with on-ground verification and targeted safeguards, the government aims to ensure that every individual is counted accurately and fairly , reinforcing the Census as a critical pillar of evidence-based governance.
