Revenue services to become simpler and fully real-time: CM Chandrababu

Andhra Pradesh Chief Minister N. Chandrababu Naidu has instructed officials to make all revenue-related services simpler, faster, and fully transparent. He emphasized that automatic real-time mutation should be implemented across the state so that land records, including Pattadar Passbooks, are updated immediately after registration. He said landowners should not be forced to visit government offices repeatedly and directed the department to complete a full overhaul within a year. Chandrababu added that he will personally review progress every month. These directions were issued during a review meeting on the Revenue Department held at the Secretariat on Tuesday, attended by Revenue Minister Anagani Satyaprasad, Special Chief Secretary Sai Prasad, and senior Chief Commissioner of Land Administration (CCLA) officials.

Officials informed the Chief Minister that the Public Grievance Portal & Redressal System (PGPRS) grievance portal has received a large number of complaints related to land and mutation issues. Nearly two lakh petitions were filed regarding mutations and Pattadar Passbooks, while a significant number of applications involved disputes over land nature and classification. Complaints were also received from landowners who claimed that their land extent decreased after the re-survey, and over two lakh issues were reported concerning Joint Land Parcel Maps. Chandrababu expressed concern over the volume of grievances and stressed the need to address them quickly and efficiently.

The government has completed re-survey work in 6,693 villages, while 10,123 villages are yet to be covered. The Chief Minister instructed officials to complete the entire re-survey process by December 2027 and to submit monthly updates on progress. He said that resolving Joint Land Parcel Map (LPM) disputes should be treated as a priority and pointed out that a fully digitized land database will make issuing encumbrance certificates easier and faster. He also directed officials to clear pending applications for removal of lands from the 22A prohibited list and advised them to adopt secure technologies such as blockchain to prevent tampering of land records. Chandrababu further suggested that the authority to settle disputed land cases should shift from Joint Collectors to Revenue Divisional Officers (RDOs) to speed up decision-making. He added that lands mortgaged with Primary Cooperative Societies before 1999 and sale deeds of banjar lands executed prior to 1954 should also be removed from the 22A list.

Meanwhile, the state government has set a revenue target of ₹10,169 crore for the Stamps and Registration Department for the 2025-26 financial year. Officials have identified 430 real estate ventures across Andhra Pradesh, which are expected to generate more than 15,000 registrations and contribute around ₹250 crore to the government. The Chief Minister also instructed the regularization of assigned lands in municipal areas, stating that plots up to 250 square yards should be regularized at 50 percent of the base value, while assigned lands used for aquaculture must be regularized at Sub-Registrar rates. He directed departments to ensure that students who complete Class 10 receive their caste certificates quickly and that income certificates be issued using data verified through Real-Time Gross Settlement (RTGS). He also called for updating market values of land wherever necessary.

Between June 15 last year and December 1 this year, the Revenue Department received 5,28,217 grievances, of which 4,55,189 - about 86 percent - have been resolved. Around 73,000 applications are still under examination. Officials informed the Chief Minister that if applicants express dissatisfaction with the outcome, their cases are being reopened to ensure a fair resolution. Since June 2024, 6,846 applications have been filed seeking removal of land from the 22A prohibited list. Officials clarified that the lands of ex-servicemen, political sufferers, freedom fighters, and lands assigned before 1954 will be removed from the 22A list as per existing guidelines.
