Rajasthan government officers in spotlight after domestic violence complaint surfaces

A serious case of alleged domestic abuse has emerged within the Rajasthan bureaucracy, as IAS officer Bharti Dixit filed an FIR against her husband and fellow IAS officer Ashish Modi, accusing him of domestic violence, physical assault, illegal confinement, and threats to her life and family.

The complaint, lodged at the SMS Hospital police station in Jaipur on November 7, has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology (IT) Act.

Dixit, who serves as Joint Secretary in the Finance Department, and Modi, the Director in the Social Justice and Empowerment Department, are both officers of the 2014 Rajasthan cadre.

In her complaint, Dixit alleged that Modi coerced her into marriage in 2014, exploiting her emotional vulnerability while her father was battling cancer. She further claimed that Modi misrepresented facts about himself before marriage and later subjected her to continuous physical and mental harassment.

The FIR details that Modi frequently consumed alcohol, maintained links with criminal elements, and assaulted her when questioned about his conduct. Dixit alleged that the violence intensified after the birth of their daughter in 2018, forcing her to temporarily leave Jaipur before returning after maternity leave.

In a shocking development, she claimed that in October 2025, Modi and one of his associates abducted her in a government vehicle, kept her confined for several hours, and threatened to kill her and her family if she refused to agree to a divorce. She alleged that she was held at gunpoint and forced to mislead her father over the phone regarding her safety.

Dixit also accused Modi of spying on her through a hidden camera installed in her room and illegally accessing her phone to retrieve confidential government documents. She alleged that Modi, despite being a serving officer, misused his official position and government resources for personal and criminal purposes.

Two individuals Surendra Vishnoi and Ashish Sharma have also been named in the complaint for allegedly aiding Modi in threats and illegal confinement. Dixit has sought immediate police protection for herself and her family, citing continued threats.

When asked whether Ashish Modi has commented on the matter, officials said that he has not issued any public statement so far. According to PTI, attempts to contact him for his version were unsuccessful, as he was not reachable.

As to why Modi has not responded, sources suggested several possible reasons. He may be following legal advice to remain silent during the investigation, adhering to civil service rules that restrict public comments during active inquiries, or waiting to present his defence through official or legal channels. Given the sensitivity of the allegations, his silence may also be a strategic decision to avoid media scrutiny and further reputational damage.

A senior police official confirmed that the case is under investigation, and action will be taken based on evidence and statements collected during the probe.
