Putin Lands in India Today

Russian President Vladimir Putin arrives in India today for the 23rd India–Russia Annual Summit (4–5 December 2025), a visit that comes amid heightened global scrutiny and significant strategic expectations. As per official announcements, President Putin will land in New Delhi at 4 PM, following which Prime Minister Narendra Modi is expected to host a private dinner for him and his delegation. The main summit proceedings will begin tomorrow, 5 December, including bilateral talks, a ceremonial reception by the President of India, and working sessions aimed at reviewing and strengthening the India–Russia partnership.

The two-day visit seeks to build on decades of cooperation between the two nations. Defence engagement remains a key pillar, with discussions expected on a potential new deal for additional S-400 Triumf missile defence system units. Russia has reportedly offered India two to three more S-400 regiments, along with limited technology transfer that may allow local assembly or production.

A notable development ahead of this visit is the Russian parliament’s ratification of the Reciprocal Exchange of Logistic Support (RELOS) agreement. The pact allows both countries to use each other’s military bases, ports, and airfields for logistics, joint exercises, and humanitarian operations, a move that significantly enhances interoperability between their armed forces.

Energy and economic cooperation will also feature prominently in the talks. With global instability and Western sanctions affecting Russia, India aims to secure reliable energy supplies, including oil and potential nuclear energy collaboration. Russia, in turn, is keen to expand energy-sector partnerships and extend discounted deals to India.

However, the summit will also need to address long-standing structural challenges: a persistent trade imbalance heavily tilted in Russia’s favour, difficulties in payment settlements due to sanctions, delays in defence deliveries and maintenance, and the challenge of aligning India’s strategic autonomy with its deepening engagement with Russia. Other areas likely to be discussed include cooperation in technology, industry, agriculture, and space sectors where Russia has expressed interest in elevating ties to a “qualitatively new level.”

Globally, Putin’s visit is being closely monitored as it marks his first high-level trip to India since the Russia–Ukraine war began, a conflict that has reshaped international alignments. The summit underscores India’s pursuit of strategic autonomy as it balances historic ties with Russia, growing partnerships with the West, and its own evolving national interests.
