PoK, Islamabad reach draft accord amid economic demands

Protests in Pakistan-occupied Jammu & Kashmir (POK) have escalated due to unaddressed unemployment, economic hardship, and demands for political reforms, resulting in intense negotiations between local leaders and Islamabad authorities.

The unrest in POK was sparked by long-standing grievances over unemployment and lack of economic development. Protesters led by the Jammu Kashmir Joint Awami Action Committee (JKJAAC) have called attention to widespread joblessness, a dearth of opportunities for young people, and insufficient government responsiveness. Frustration grew as privileged positions for elites persisted, and reserved Legislative Assembly seats for refugees were contested, culminating in demands for their abolition.

Public anger over rising electricity tariffs, limited access to subsidised wheat flour, and unpopular perks for officials amplified the unrest. Demonstrators further insisted on comprehensive reforms, such as free education and healthcare for all residents, aiming to alleviate the harsh economic realities faced in the region. The mass mobilisation saw a five-day shutdown strike, while a communications blackout and indefinite lockdown compounded the disruptions to daily life.

Negotiations resumed after deadly clashes between protesters and law enforcement left at least 10 people dead and several critically injured. Talks between the JKJAAC and a high-profile delegation from Islamabad culminated in a draft agreement, pending official signature. The protesters' 38-point charter reflects collective calls for employment generation, fair resource allocation, and the dismantling of privileges for political elites.

Civil society and human rights groups condemned the excessive use of force and the persistent communications blackout. India has voiced strong criticism of Pakistan’s administration of POK, pointing to the brutal response against civilians and urging international accountability.

The events reveal deep-rooted dissatisfaction over unemployment and misgovernance in POK, with calls for urgent economic relief and meaningful political reforms remaining central to the ongoing protests.
