PM Modi to inaugurate HPCL Rajasthan refinery project at Pachpadra in January

Prime Minister Narendra Modi will inaugurate the Hindustan Petroleum Corporation Limited (HPCL) Rajasthan oil refinery project at Pachpadra in Barmer district in January, Parliamentary Affairs Minister Jogaram Patel said on Tuesday, calling it a major milestone for the state’s industrial and energy future.

The project, being executed by HPCL Rajasthan Refinery Limited (HRRL) , is a joint venture between state-run Hindustan Petroleum Corporation Limited (HPCL) and the Rajasthan government. It is a 9 million tonnes per annum integrated refinery-cum-petrochemical complex, among the largest greenfield energy investments in Rajasthan.

“The refinery project is going to be inaugurated by Prime Minister Narendra Modi in January,” Patel said, adding that it would significantly boost the state’s economy , generate large-scale employment and attract downstream industries.

India currently has around two dozen major operational oil refineries with a combined capacity of over 250 million tonnes per annum , spread across states such as Gujarat, Maharashtra, Odisha, Tamil Nadu and Andhra Pradesh. Rajasthan, which until now did not have a major crude oil refinery, is expected to emerge as a new refining and petrochemical hub with the commissioning of the Pachpadra project.

The refinery is expected to anchor the proposed Rajasthan Petro Zone , encouraging investments in petrochemicals, plastics, chemicals and other allied industries, and strengthening the industrial base of western Rajasthan.

While official estimates of state revenue generation are yet to be released , large refineries typically contribute substantially to state finances through GST, levies, land revenues and indirect economic activity, besides creating thousands of direct and indirect jobs.

In comparison, the Telugu states have limited refining presence . Andhra Pradesh hosts the HPCL-run Visakhapatnam refinery , a major supplier of petroleum products to southern India. Telangana, however, does not have a full-scale crude oil refinery; facilities near Ghatkesar primarily function as fuel storage, distribution or blending units , rather than crude-processing plants.

Officials said the Pachpadra refinery would not only strengthen Rajasthan’s industrial profile but also enhance fuel supply security in north-western India by reducing dependence on distant refinery hubs.
