Planning to Build in Mumbai? Ask AI First: Mumbai Launches Country’s First AI-Based Permission System

In a significant step towards modernising urban governance, the Brihanmumbai Municipal Corporation (BMC) has launched CivitTwin , an artificial intelligence-powered building permission system designed to make construction approvals faster, more transparent and less cumbersome. The civic body claims the platform is the first AI-based building approval system in the country , marking a major milestone in Mumbai’s digital transformation journey.

The system was inaugurated by Maharashtra Chief Minister Devendra Fadnavis during Mumbai Tech Week 2026 at the Jio World Convention Centre in Bandra-Kurla Complex. Senior civic officials, including Mumbai Mayor Ritu Tawde , were present at the launch.

At the heart of the new platform is the concept of a “Digital Approval Twin” , a virtual mechanism that examines building proposals even before they are formally submitted. The technology allows architects and developers to identify missing documents, regulatory violations, pending no-objection certificates (NOCs) and other deficiencies at an early stage, reducing the need for repeated corrections and resubmissions.

According to the BMC, the AI-driven platform can automatically scrutinise building plans and verify compliance with Development Control Regulations (DCR) . By analysing uploaded documents and detecting inconsistencies through advanced algorithms, the system is expected to significantly cut down manual intervention and accelerate approval timelines.

Officials believe the initiative will not only benefit developers but also ordinary citizens. Faster approvals are expected to speed up housing and redevelopment projects across Mumbai, helping reduce delays that often impact homebuyers and residents awaiting redevelopment.

The launch follows the BMC’s earlier rollout of the country’s first electronic Transferable Development Rights (e-TDR) system and reflects the civic body's growing emphasis on technology-led governance.

Developed by a private technology firm over six months, CivitTwin is also expected to assist city planners in the future. Through AI-based analysis of urban development data, the platform could support better planning of roads, water supply networks, sewage systems and transport infrastructure, particularly in areas undergoing rapid redevelopment and expansion.

As Mumbai continues to grapple with the challenges of urban growth, the introduction of CivitTwin signals a shift towards a more efficient, data-driven and transparent approach to city administration. The success of the initiative could potentially serve as a model for other Indian cities looking to modernise their approval processes through technology.
