In a scene more befitting a thriller than a democracy , the Philippine Senate, one of the most fortified and ceremonially sacrosanct institutions in the country, descended into chaos and gunfire on the night, as Senator Ronald "Bato" dela Rosa , wanted by the International Criminal Court for crimes against humanity, made a dramatic pre-dawn escape from the very legislature that had been shielding him.

Dela Rosa, former President Rodrigo Duterte's top enforcer of a bloody war on drugs, had been hiding inside the legislative building in Manila, trying to dodge an ICC arrest warrant, a stunning role reversal for the nation's former top lawman. Police have since identified a suspect in the shooting: a driver working with the National Bureau of Investigation , the very agency that had been attempting to execute the ICC warrant against dela Rosa since Monday.

The ICC estimates that between 12,000 and 30,000 people were killed from 2016 to 2019 during Duterte's war on drugs, a campaign that dela Rosa, as national police chief , implemented with lethal efficiency across the archipelago. Dela Rosa served as police chief when Duterte was mayor of Davao City, where police would allegedly coerce low-level dealers to surrender, then summarily execute them , a tactic known as "Oplan Tokhang."

Dela Rosa had been under the "protective custody" of the Senate while his lawyers scrambled through legal remedies. He escaped in the early hours of Thursday with Senator Robin Padilla. His wife Nancy, in a text message to the Senate President, offered a telling admission: "I am sure Ronald made his 'escape'. He told me that the longer he stays here, the more you get dragged into the situation."

Duterte himself has been held in ICC custody in The Hague since March 2025 , awaiting trial on identical charges. Dela Rosa, now a fugitive from international justice, has vowed to "exhaust all available remedies" .
