Pembe Block from Nirmal to Feature in NITI Aayog Regional Seminar

Recognising its rapid progress in education, healthcare and rural development , Pembe Block in Telangana’s Nirmal district has been selected to present its governance model at a NITI Aayog regional seminar under the Aspirational Blocks Programme scheduled to be held in Visakhapatnam .

The seminar will bring together officials and administrators from six states in South Zone–3 to exchange ideas and highlight best practices in governance and grassroots development . From Telangana, only two districts Nirmal and Jogulamba Gadwal have been chosen to participate, reflecting the progress achieved in these regions through focused development initiatives.

According to District Collector Abhilasha Abhinav , the district administration will showcase several innovative programmes implemented in Pembe Block , particularly in sectors such as education, healthcare, agriculture, basic infrastructure and women’s empowerment . These initiatives have contributed significantly to improving socio-economic conditions in the predominantly tribal region .

Earlier, the block faced several challenges, especially in the education sector , including low literacy levels, teacher shortages and high student dropout rates , particularly during the cotton harvesting season when many children assisted their families in agricultural work. In response, the administration introduced targeted measures over the past two years under the Aspirational Blocks Programme .

Key interventions included the appointment of education volunteers , organisation of evening remedial classes , and regular model examinations to strengthen learning outcomes. These efforts helped improve student engagement and academic performance, eventually resulting in a 100 percent pass rate in the Class 10 examinations , marking a major milestone for the block.

At the same time, coordinated efforts by various government departments led to the implementation of initiatives such as Balashakti, Agro-Forestry, Mahila Shakti and Amma Rakshita, which focus on improving maternal and child health, reducing malnutrition, promoting sustainable agriculture practices and strengthening women’s empowerment. The administration also prioritised the distribution of soil health cards to farmers to encourage scientific farming methods.

The progress made by Pembe Block gained national recognition in December 2024 , when it secured fourth place among 500 blocks in the NITI Aayog Aspirational Blocks rankings , earning an incentive grant of ₹1 crore .

Officials said the achievement reflects the collective efforts of government departments, community participation and coordinated development planning . The district administration plans to continue implementing innovative programmes with support from local institutions and voluntary organisations to further accelerate development in the region.
