Pakistan Red Fort terror link exposed: UN report flags JeM role

A United Nations Security Council (UNSC) report has exposed Pakistan’s links to the deadly Red Fort blast in New Delhi on November 10, 2025 , which killed 15 people and injured many others. The 37th report of the UN Analytical Support and Sanctions Monitoring Team , submitted to the UNSC’s 1267 Sanctions Committee , confirmed that “one Member State reported JeM had claimed responsibility for a series of attacks and was also reported to be linked to a terror attack on the Red Fort in New Delhi on November 9 that killed 15 people.” The UN clarified that the country’s identity is not publicly disclosed .

The blast occurred when a Hyundai i20 car detonated around 6:52 p.m. at a red light near the Red Fort metro station, sending a fireball into nearby vehicles. Emergency responders, including the National Security Guard (NSG) , National Investigation Agency (NIA) , and Delhi Police, rushed to the scene and brought the fire under control within minutes.

Prior investigations by the Jammu & Kashmir police had uncovered links between JeM and a “white-collar terror module,” resulting in nine arrests , including three doctors accused of facilitating the network . The report also referenced the April 22, 2025 Pahalgam attack , which killed 26 civilians, noting that three individuals allegedly involved were killed in July during counter-terror operations .

JeM, founded in 2000 by Masood Azhar , a UN-designated global terrorist , remains active despite Pakistan’s repeated claims that it had been dismantled. The UNSC report highlighted organizational changes , including the launch of a women-only wing, Jamaat ul-Muminat , in October 2025 , aimed at supporting terrorist attacks. Analysts say this strategy broadens the group’s support base, expands networks, and helps evade security scrutiny.

In May 2025, India launched Operation Sindoor targeting JeM infrastructure in Pakistan and Pakistan-occupied Kashmir , including its Bahawalpur hub . While Masood Azhar survived, around 10 of his family members and four close aides were killed , including his sister, her husband, a nephew, niece, and several children. Reports and images from the funerals showed uniformed Pakistani military officials and senior leaders attending with ceremonial honours and salutes , revealing Pakistan’s deep links to JeM despite international sanctions.

The UNSC 1267 Sanctions Committee , which enforces asset freezes, travel bans, and arms embargoes against JeM, ISIL, Al-Qaida, and associated entities, operates under the authority of all 15 Security Council members — five permanent and ten non-permanent members .

India has actively projected the issue globally. External Affairs Minister Subrahmanyam Jaishankar said: “Major international terrorist attacks are traced back to that one country,” calling Pakistan-sponsored cross-border terrorism a “shared threat.” At the Shanghai Cooperation Organisation meeting , he warned: “There can be no justification, no looking away and no whitewashing when it comes to terror in any form.” India also dispatched all-party parliamentary delegations across Asia, Europe, Africa, and the Americas to highlight Pakistan-linked terror networks.

Commenting on the UNSC report, MEA spokesperson Randhir Jaiswal said: “This report is available in the public domain. It was published on February 4, 2026. We have seen that it has taken on board India’s inputs regarding our concerns on cross-border terrorism and strengthening the global fight against terrorism.”
