Odisha unveils ₹14,182 crore plan to become eastern India’s aviation hub

Odisha is aiming high in the skies with the launch of the B-MAAN (Building and Management of Aviation Assets and Network) scheme , approved by the state Cabinet under Chief Minister Mohan Charan Majhi. With a total outlay of ₹14,182 crore , the programme seeks to transform Odisha into a major aviation hub in eastern India.

The scheme brings all aspects of aviation under a single framework, following the state’s vision of “Aviation for All.” It includes modernising existing airports, building new greenfield airports like the Puri Greenfield Airport , enhancing air connectivity, establishing Maintenance, Repair, and Overhaul (MRO) facilities , and developing cargo and logistics infrastructure. It also promotes futuristic technologies such as drones, seaplanes, e-VTOL aircraft, and aerospace manufacturing , alongside training programmes to build a skilled workforce.

Chief Secretary Manoj Ahuja said the scheme is designed to strengthen both passenger and cargo operations, while positioning Odisha at the forefront of green and new-age aviation technologies .

Odisha’s ₹14,182 crore investment accounts for roughly 15% of India’s total planned airport infrastructure investment , highlighting the state’s ambition to become a regional aviation leader . While smaller than national hubs like Mumbai or Delhi, this focused investment targets underserved regions and eastern India , complementing national aviation goals.

The benefits of the scheme extend to multiple stakeholders. Local businesses and industries will gain from faster cargo movement and better logistics, while travelers and tourists will enjoy more flight options and improved airports. Job seekers and skilled workers stand to gain employment opportunities in airport operations, MRO, technology, and logistics. Additionally, aviation startups will find scope for innovation in drones, e-VTOL aircraft, and aerospace technologies.

Despite its potential, Odisha’s aviation push faces hurdles. Passenger demand from smaller cities may not be enough to make all routes profitable initially, and nearby hubs like Kolkata and Visakhapatnam could attract airlines, limiting competition. Developing 26 airports, modern facilities, and a trained workforce will require time, while implementing drones, e-VTOL, and green aviation technologies involves regulatory approvals and technical challenges.

While Odisha may not rival Mumbai or Delhi in air traffic, it can realistically become a key aviation hub for eastern India , especially in cargo, MRO services, regional connectivity, and aviation technology innovation . With strong government backing, private partnerships, and careful execution, B-MAAN could transform the state’s aviation landscape and boost its economy for years to come.
