North Korea conducts cluster missile test, daughter appears at launch site

North Korea has once again heightened regional tensions by conducting a fresh round of ballistic missile tests equipped with cluster munition warheads off its east coast, toward the Sea of Japan. The launch, which marks the second such test this month , was personally observed by leader Kim Jong Un along with his teenage daughter Kim Ju Ae , adding both military and political significance to the event.

According to state media, the missiles were upgraded Hwasong-11 variants , capable of carrying cluster bomb and fragmentation mine warheads . The projectiles reportedly struck a designated island target, with Kim expressing satisfaction over what he described as a boost to the country’s “high-density striking capability.” The tests were detected by South Korea, Japan and the United States, all of which have been closely monitoring North Korea’s expanding missile programme .

Cluster munitions are considered among the most destructive and controversial weapons in modern warfare. Unlike conventional warheads, they burst mid-air and scatter dozens of smaller bomblets across a wide area , making them extremely difficult to intercept. Many of these bomblets fail to explode immediately, remaining as dangerous unexploded devices that can harm civilians long after deployment. While more than 120 countries have banned such weapons, North Korea and the United States are not part of the treaty.

For South Korea and the United States, the implications are serious. Missile defence systems are typically designed to intercept single warheads , but cluster payloads can overwhelm these systems by releasing multiple targets at once . This not only increases the chances of impact but also expands the potential damage radius , posing a significant threat to both military installations and civilian areas. Analysts believe such developments are aimed at undermining US-South Korea joint defence capabilities and enhancing North Korea’s ability to penetrate advanced interception systems .

The timing of the test is also seen as strategic. Since the collapse of nuclear diplomacy between Kim and Donald Trump in 2019, North Korea has accelerated its weapons development, including hypersonic and multi-warhead missile systems . With Trump expected to meet Xi Jinping in Beijing soon, experts suggest these tests may be intended to strengthen Pyongyang’s bargaining position in future negotiations.

The visible presence of Kim’s daughter has further drawn attention, with South Korea’s intelligence agency, South Korea's National Intelligence Service, indicating she may be projected as a potential successor. The launch, therefore, stands as a multi-layered signal of military strength, strategic intent, and evolving political messaging from North Korea.
