NHRC takes suo motu action over attacks on journalists in Kerala, Manipur, Tripura

The National Human Rights Commission (NHRC) of India has taken suo motu cognizance of media reports regarding attacks on journalists in three states. The incidents occurred on 30 August 2025 in Kerala and Manipur, and on 21 September 2025 in Tripura. The Commission has issued notices to the Directors General of Police (DGPs) of all three states, requesting detailed reports within two weeks.

In Tripura, journalist Kamal Kanti Tripura was reportedly assaulted by a group of miscreants armed with sticks and sharp weapons while attending a clothes distribution programme organised by a political party in Hezamara, West Tripura. During the attack, his motorcycle was stolen. He was hospitalized for treatment, and a police case has been registered.

In Manipur, journalist Dip Saikia was shot twice with an air gun while covering a flower festival in Laii Village, Senapati District. He sustained severe injuries and was admitted to hospital. Police have registered a case, and investigations are ongoing.

In Kerala, journalist Shajan Skariah was assaulted by a group of people near Mangattukavala, Thodupuzha, while returning from a wedding function. He was hospitalized, and the police have registered a case in connection with the incident.

The NHRC’s intervention aims to ascertain the facts of each attack, assess the adequacy of responses by the state authorities, and recommend measures to prevent recurrence. The Commission may also advise on measures to ensure the safety and security of journalists, who play a vital role in safeguarding democratic values and promoting transparency.

The notices to the DGPs require information on police actions taken, including registration of FIRs, arrests, current investigation status, and steps implemented to protect journalists. The NHRC may further take action based on the reports, including recommendations for compensation, disciplinary measures, or policy interventions to ensure press freedom.
