
NHRC seeks report from Odisha Chief Secretary on Cuttack hospital fire
The National Human Rights Commission (NHRC) has directed Odisha Chief Secretary Anu Garg to submit a report within 15 days on the fire that broke out at the SCB Medical College and Hospital in Cuttack, claiming 12 lives .
The NHRC’s directive came while hearing a complaint lodged by Manoj Jena , who highlighted serious concerns regarding the incident. The fire reportedly erupted in the intensive care unit (ICU) of the hospital’s trauma care centre early on Monday, allegedly due to an electrical short circuit on the first floor of the casualty department building. At the time, 23 patients were receiving treatment in the ICU, of whom 12 died and four remain in critical condition .
The complainant alleged gross negligence and a lack of adequate fire safety measures by hospital authorities. He also pointed out that rescue operations were delayed , worsening the impact of the tragedy. In his petition, Jena sought the NHRC’s intervention to order a high-level inquiry and take action against the officials responsible. He additionally requested compensation of Rs 1 crore for each deceased patient and Rs 50 lakh for each injured patient , along with the formulation of safety guidelines to prevent similar incidents in the future.
Noting the gravity of the allegations, the NHRC described them as serious violations of human rights . Its registry has sent a copy of the complaint to the Odisha Chief Secretary to ensure an expeditious examination and report submission within the stipulated 15-day period .
The NHRC’s intervention underscores the critical need for hospital safety audits and emergency preparedness in public health institutions, especially for vulnerable patients in ICUs.
