
Namrup fertiliser project highlights strategic role of ammonia–urea plants in India
The foundation stone of a ₹10,601-crore brownfield ammonia–urea plant laid by Prime Minister Narendra Modi at Namrup in Assam has once again brought focus to the critical role such facilities play in India’s agriculture and food security ecosystem.
Ammonia–urea plants form the backbone of fertiliser production in the country. Ammonia is the basic raw material used to manufacture urea, the most widely consumed nitrogen fertiliser in India, essential for improving crop yields and sustaining agricultural productivity. With millions of farmers dependent on urea for crops such as rice, wheat and pulses, uninterrupted domestic production remains vital.
India already has several ammonia–urea complexes spread across different states. Public sector and cooperative entities such as Indian Farmers Fertiliser Cooperative (IFFCO), National Fertilizers Limited (NFL), Rashtriya Chemicals and Fertilizers (RCF), Krishak Bharati Cooperative (KRIBHCO), Chambal Fertilisers, Hindustan Urvarak & Rasayan Ltd (HURL) and Brahmaputra Valley Fertilizer Corporation Ltd (BVFCL) operate plants in states including Uttar Pradesh, Gujarat, Punjab, Haryana, Madhya Pradesh, Rajasthan, Bihar, Jharkhand, Maharashtra and Assam. In recent years, new units have been commissioned at Gorakhpur, Barauni and Sindri, while older plants have undergone revivals or expansions.
Despite this network, India continues to import fertilisers or key inputs due to rising demand. Experts note that new-generation ammonia–urea plants are crucial to reducing import dependence, conserving foreign exchange and shielding farmers from fluctuations in global fertiliser prices. Modern plants are also more energy-efficient and environmentally cleaner compared to older facilities.
The upcoming Assam Valley Fertiliser and Chemical Company Ltd (AVFCCL) plant at Namrup, with an annual urea capacity of 12.7 lakh metric tonnes, is expected to strengthen fertiliser availability in the Northeast, a region that has historically depended on supplies from other parts of the country. The project is scheduled to be commissioned by 2030.
Officials say the project will not only enhance national fertiliser self-reliance but also spur regional industrial development, generate employment and support farmers by ensuring timely and affordable access to urea.
With agriculture remaining the mainstay of India’s economy, the expansion of ammonia–urea manufacturing capacity is seen as a key pillar in safeguarding food security and sustaining long-term agricultural growth.
