Andhra Pradesh Chief Minister N. Chandrababu Naidu is set to introduce a new population management policy aimed at reversing the state’s declining birth rate and ensuring long-term economic stability.

The decision follows a high-level review in Amaravati, where officials presented data showing a sharp fall in the Total Fertility Rate (TFR) to 1.5 —well below the replacement level of 2.1 and significantly down from 3.0 in the early 1990s. The Chief Minister warned that if the trend continues, the state could face a demographic imbalance by 2047 , with a rising elderly population and a shrinking workforce.

Officials noted regional variations in fertility trends, with urban areas witnessing a steeper decline compared to rural regions. Naidu cautioned that Andhra Pradesh must avoid a situation similar to countries such as Japan and South Korea, which are grappling with population decline.

To address the issue, the government is planning a five-pronged strategy focusing on maternal health, women’s empowerment, welfare, skill development, and healthcare. The approach aims to improve child nutrition, support families, and expand opportunities for youth to maintain population balance.

As part of the initiative, the state is considering the establishment of specialized maternity centres in government hospitals to provide subsidized IVF treatment for couples facing infertility.

The government is also preparing a set of incentives to encourage childbirth. Proposals include ₹ 25,000 financial assistance for families having a second or third child, a monthly nutrition allowance of ₹ 1,000 for the third child up to five years, and free education until 18 years . In addition, extended parental benefits such as up to one year of maternity leave and two months of paternity leave are under consideration.

Emphasizing coordinated implementation, the Chief Minister said population management requires the involvement of multiple departments, including health, finance, rural development, and women and child welfare. He also called for greater awareness at the grassroots level on issues such as teenage pregnancies and unnecessary cesarean deliveries.

The policy, he said, is aimed at preventing a future demographic crisis and building a healthier, balanced society in Andhra Pradesh.
