Mumbai Begins Voter Roll Revision After 23-Year Gap, Raises Data Accuracy Concerns

Mumbai has launched a Special Intensive Revision (SIR) of electoral rolls across its city and suburban districts in line with directives from the Election Commission of India , the Brihanmumbai Municipal Corporation (BMC) said on Friday. The exercise comes after a long gap since the last such revision in 2002 , raising concerns over potential data accuracy gaps in existing voter records.

The large-scale update aims to clean and modernise electoral rolls by removing duplicate entries, deleting names of deceased voters, and identifying illegal registrations, while also updating records affected by migration and urban mobility. Officials noted that in a rapidly changing metropolis like Mumbai, the BMC plays a crucial role in managing urban voter shifts and ensuring that electoral data reflects current ground realities.

The revision process will be carried out in six stages , beginning with a pre-revision phase and ending with the publication of final rolls. At present, voter mapping is underway, with Booth Level Officers (BLOs) matching 2002 electoral data with 2024 records using dedicated applications.

Municipal Commissioner Ashwini Bhide held discussions with political party representatives and urged them to appoint Booth Level Agents (BLAs) to strengthen booth-level verification , which is especially important in migrant-heavy constituencies. Authorities also warned of possible exclusion errors during large-scale data clean-up, where eligible voters may be mistakenly removed.

The BMC stressed the need for strong public awareness during the claims and objections phase , encouraging citizens to verify and correct their details within the stipulated period. Experts have also highlighted the scope for integrating digital databases with Election Commission systems to improve accuracy and reduce manual errors in future revisions.

Senior civic officials and political representatives, including opposition leader Kishori Pednekar, attended the review meeting.
