
Multi-Pronged Strategy Launched to Uplift Tribal Economy in ASR District
A comprehensive development blueprint for the Alluri Sitarama Raju (ASR) District, centered on infrastructure, economic diversification, and social upliftment, has been mandated by Deputy Chief Minister and Minister for Panchayat Raj and Rural Development, Pawan Kalyan. Following a tele-conference with the district's top officials, clear instructions were issued for the rapid implementation of projects under the ‘Adavi Thalli Baata’ initiative, aimed at addressing the severe deficits in the tribal agency area.
The highest priority has been accorded to improving road connectivity, a move that is expected to save lives and integrate remote tribal areas into the mainstream economy. A massive infrastructure project, valued at approximately ₹1,005 crore, has been officially sanctioned for the construction of over 1,000 km of roads. This is specifically intended to connect at least 615 tribal villages, many of which are currently inaccessible to emergency services, leading to the frequent need for patients to be transported on makeshift stretchers ( dolis ). The funding for this vital road construction is being mobilised through a strategic convergence of Central and State resources. A significant portion of the total fund is being provided by the Central Government’s Pradhan Mantri Jan Man Yojana (PM-JANMAN) scheme (approximately ₹555.6 crore), with the MGNREGS scheme contributing a substantial amount (approximately ₹399.6 crore) to leverage guaranteed employment for the infrastructure work. While the project is underway, its execution is being challenged by the mountainous terrain and the necessity of securing forest clearances. Despite these hurdles, officials have been instructed to conduct bi-weekly progress reviews to ensure the project’s timely completion. The successful implementation of these roads is seen as the primary solution to resolving the endemic issue of teacher vacancies and lack of healthcare access, which plague the region’s estimated 900 unconnected habitations.
The Deputy Chief Minister's directives include a sharp focus on expanding the economic base of the tribal community beyond traditional forest gathering. Direct linkage between the MGNREGS scheme and horticulture has been ordered, aiming to connect employment works with the expansion of profitable crops suitable for the agency area. This measure is intended to facilitate the wider cultivation and expansion of high-demand forest products. Furthermore, the immense potential of the region for eco-tourism is to be leveraged. Officials were instructed to promote tourism actively, while ensuring the preservation of the natural wealth. Tribal youth are to be encouraged to become entrepreneurs by offering accommodation and services to tourists, thereby establishing alternative livelihood avenues. The promotion of the ASR district as a scenic backdrop for the shooting of films, serials, and OTT platform content has also been mandated, viewed as a practical way to generate supplementary income and employment for local youth.
Finally, the administrative machinery has been directed to address critical deficits in education and teacher availability. Significant funds have been sanctioned for the development of school infrastructure, including the construction of additional classrooms in 286 schools and the necessary repairs for 85 other government schools. The critical issue of teacher shortages in numerous Tribal Welfare (TW) and residential institutions is to be addressed through improved road infrastructure, making remote postings more viable for teaching staff. Additionally, the issue of ganja cultivation and smuggling, discussed during the tele-conference, is to be countered by providing viable and healthy alternative livelihood options, ensuring youth are steered toward constructive economic opportunities. The Deputy Chief Minister assured that the government’s full support will be provided for all necessary programs, stressing that the lives of the tribal population must be transformed through coordinated governmental action.
