MS Patiyal Appointed India’s Ambassador to Timor-Leste

MS Patiyal has been appointed as India’s next Ambassador to the Democratic Republic of Timor-Leste, the Ministry of External Affairs (MEA) announced on Monday.

According to the MEA, Patiyal (YOA: 2007), who is currently posted at the Embassy of India in Tunis, is expected to take up his new assignment shortly.

India and Timor-Leste share warm and friendly relations, rooted in a common commitment to democracy, pluralism, and diversity. India was among the first countries to establish diplomatic ties with Timor-Leste, and a high-level delegation led by then Minister of State for External Affairs Omar Abdullah attended the country’s Independence Day celebrations in May 2002. A formal Memorandum of Understanding establishing diplomatic relations was signed on January 24, 2003.

Timor-Leste has consistently supported India’s candidature at the United Nations, including backing India’s permanent membership of the UN Security Council, as announced by PM Alkatiri in 2003 at the UNGA. The country also supported India’s bid for a non-permanent UNSC seat during 2011–12 and 2021–22, and co-sponsored the UNGA Resolution on Yoga.

On September 7, 2023, Prime Minister Narendra Modi announced at the ASEAN-India Summit that India would open a resident mission in Timor-Leste. Following this, the Indian Embassy in Dili was inaugurated on September 5, 2024, and the Government of Timor-Leste established its resident mission in New Delhi in October 2024.

Since the establishment of diplomatic ties, India and Timor-Leste have collaborated at bilateral, regional, and international levels. India has provided economic, technical, and capacity-building assistance through initiatives in the health sector and various projects under the India-UN Development Partnership Fund and the IBSA Fund.
