MP Assembly Clears Resolution For 33% Women’s Reservation Post Delimitation, Congress Walks Out

The Madhya Pradesh Assembly on Monday passed a government resolution to grant 33 per cent reservation for women in Parliament and state legislative bodies after completion of the delimitation exercise , amid a Congress walkout following a heated debate during a special one-day session.

The resolution was adopted by voice vote after opposition members objected to the delay in implementation and demanded immediate enforcement of the quota. The Congress accused the government of postponing women’s representation despite constitutional backing under the Women’s Reservation framework .

Leader of Opposition Umang Singhar said, “If the intention is clear, 33 per cent reservation for women should be implemented immediately. Women constitute nearly half the population, and they cannot be made to wait for delimitation.” He further questioned the government’s timeline, asking when the reservation would actually come into force and why it could not be applied in the current legislative cycle.

Responding sharply, Chief Minister Mohan Yadav defended the resolution and accused the Congress of opposing women’s empowerment. He said, “By withholding reservation for half the population, the Congress has committed a sin. Their negative mindset has consistently blocked women’s rights.” He also alleged that opposition parties had historically weakened efforts for women’s political participation.

Yadav further stated, “No one can implement the Nari Shakti Vandan Act without delimitation. It is a constitutional requirement, and we are committed to strengthening women’s role in governance.”

The Congress, however, maintained that the government was avoiding immediate implementation despite legislative provisions. Singhar said, “There is a clear difference between what the government says and what it does. Women are being given promises, not rights.”

As the Speaker Narendra Singh Tomar allowed the government resolution to be taken up and rejected the demand for immediate discussion on a private bill, Congress MLAs staged a walkout, raising slogans inside the Assembly premises.

Parliamentary Affairs Minister Kailash Vijaywargiya and senior BJP MLA Sitasharan Sharma argued that procedural rules allow government resolutions to take precedence over private members’ proposals, leading to further exchanges across the House.

After completion of the day’s listed business, the Speaker adjourned the House sine die. Outside the Assembly, Singhar reiterated, “The government has once again pushed women’s reservation beyond 2029. This delay raises serious questions about intent.”

The resolution comes amid the broader national framework linked to the 106th Constitutional Amendment (Women’s Reservation Act, 2023) , which ties implementation of one-third reservation for women to delimitation and future electoral restructuring.
