Mohammed Azharuddin, M. Kodandaram Take Oath as MLCs

In a move that blends constitutional necessity with political calculation , the Telangana government on Monday secured a key deadline by inducting Minority Welfare Minister Mohammed Azharuddin and veteran activist-academic M. Kodandaram into the state legislature through the Legislative Council.

The two leaders were sworn in as Members of the Legislative Council (MLCs) by Chairman Gutta Sukender Reddy under the Governor’s quota , in the presence of Chief Minister A. Revanth Reddy and senior cabinet colleagues. While the ceremony marked a routine legislative process, its timing underscored a crucial constitutional requirement facing the government.

At the centre of the development was Azharuddin, who had been appointed minister in October 2025 without being a member of either House. Under Article 164(4) of the Constitution of India , such an appointment is permitted only if the individual secures membership in the legislature within six months . With the April 30 deadline approaching, his nomination approved by Governor Shiv Pratap Shukla on April 26 ensured continuity in office and prevented automatic disqualification .

Addressing the media after taking oath, Azharuddin thanked Congress leadership, including Mallikarjun Kharge, Sonia Gandhi and Rahul Gandhi, along with the Chief Minister and Governor. He reiterated his commitment to minority welfare while emphasising inclusive development , and dismissed opposition criticism as politically motivated , describing his induction as a “clear answer” to such allegations.

Kodandaram’s entry, meanwhile, carries broader political significance . A key figure in the Telangana statehood movement and former chairman of the Joint Action Committee, his inclusion in the Council is being viewed as recognition of his public role . Political observers suggest that his induction could pave the way for a possible cabinet berth , indicating a gradual integration of movement-era leadership into governance.

The development also highlights the institutional role of the Telangana Legislative Council, which provides an alternative route into lawmaking. With a sanctioned strength of 40 members comprising elected representatives and those nominated under Article 171 of the Constitution of India the Council enables governments to bring in experienced individuals who may not be part of the Assembly.

By completing the inductions just days before the constitutional deadline, the Telangana government has not only ensured legal compliance but also reinforced its political positioning , balancing governance requirements with broader strategic considerations.
