India and Vietnam on Wednesday upgraded their strategic partnership following talks between Prime Minister Narendra Modi and Vietnamese President Tô Lâm in New Delhi, agreeing to deepen cooperation in artificial intelligence, defence, maritime security, trade, and emerging technologies.

The two countries elevated ties to an enhanced comprehensive strategic partnership , marking the 10th anniversary of their comprehensive strategic partnership . The visit included a Vietnamese ministerial and business delegation, reflecting growing economic and strategic engagement.

A key focus was artificial intelligence and digital transformation , with both sides agreeing to expand cooperation in cybersecurity, innovation ecosystems, and digital public infrastructure. Discussions also covered linking UPI with Vietnam’s digital payment systems , along with broader financial and banking cooperation.

Defence emerged as a major pillar, with both sides moving beyond training and naval coordination toward defence industrial collaboration . They reaffirmed cooperation in maritime security, building on long-standing ties including training support and past equipment transfers, while exploring deeper strategic and technological defence engagement.

The leaders also addressed broader Indo-Pacific dynamics, expressing shared concern over China’s assertiveness in the South China Sea and reaffirming support for a rules-based regional order . Vietnam’s “ bamboo diplomacy ,” balancing ties with India, the US, and China, was reflected in its emphasis on diversified partnerships.

Both sides stressed cooperation under the ASEAN framework and India’s Act East policy , alongside growing focus on the blue economy, maritime economy, and energy security .

On the economic front, Modi reiterated a $25 billion bilateral trade target by 2030 , with emphasis on critical minerals, rare earths, and supply chain resilience . Around 13 MoUs were signed covering digital payments, pharmaceuticals, tourism, education, culture, and technology, with strong private sector participation.

President Tô Lâm’s first visit since taking office also included talks with NSA Ajit Doval, focusing on security and technology cooperation.
